Dear Jim:

As you are aware, we have recently energized the Piper-Hydro
heating system at Lytton Gardens in Palo Alto, and it appears
to be functioning well. We have a few problems (a leak or two,
a noisy fan, gurgling due to entrained air, etc.) but nothing of a
serious nature yet.

I was interested to hear of your progress to date in promoting your solar energy system. We are hopeful that we can get a demonstration of solar going at Lytton soon since we are ideally set up to introduce it into our present system.

In addition we would be willing to participate with Piper-Hydro in a project which would meet the requirements of the Federal Solar Grant Program as you outlined it to me over the telephone.

This letter will confirm our recent telephone conversation regarding Washington Natural Gas Company's intention to test Piper Solar Hydronics' heating systems in our service area.

We have been discussing the possibility of installing, on a test basis, two Piper Solar Hydronics' heating systems in two new homes that are going to be constructed by two very prominent builders in the Seattle market. According to ASHRAE we can anticipate approximately a 15% solar gain in the Seattle area; it is our desire to install the systems and conduct a series of tests to evaluate the performances of the solar-assisted gas hydronic heating systems in our marketing area.

In our telephone conversation you indicated there was a distinct possibility that Federal funds may be available for testing solar heating systems. I understand Mr. Piper is going to be in contact with someone in Washington, D.C. in the near future regarding Federal funding for solar-assisted gas heating systems. For your information, Washington Natural Gas Company is very interested in participating in a program of this nature. We believe that solar-assisted heating systems may provide a partial solution to the energy problems confronting our society.

I am in the process of setting up a meeting between the Quadrant Corporation, a subsidiary of Weyerhaeuser, and Swanson and Dean, one of our large builders in the Seattle market, to pursue with them details related with installing the solar-assiste gas heating hydronic systems into their homes. We have had preliminary meetings with them and they have professed an interest

I will be contacting you in the near future to meet with the principals to go over their building design plans to determine if any construction changes are required in order to accommodate the Piper Solar System.

Thank you for taking the time to come and evaluate our heating and hot water system for utilizing Piper Hydronics solar heating. It is imperative that we do something to lower our tremendously increased gas bills. In December 1974, our gas and light bill was $1,000.00 higher than in December 1972. We have been told that we can expect another 20% increase in August. The gas for our heating and hot water comes from Canada, thus, we are subject to the pressures of constantly increasing prices.

Lilac Plaza is a non-profit retirement home for low and moderate income people. We have 175 apartments in a 13 story building with over 200 residents. Forty per cent of our people are rent supplement. For the most part, this represents the lowest income bracket in our society. The only source for the increase in utilitics is from rents. Raising the rent would work a real hardship on these folk.

Lilac Plaza is unusual in that we serve a main meal. This enables us to provide housing for many folk who are able to take care of themselves, but are not physically able to fix their main meal. We are a real alternative to a nursing home. If we did not have this service, many of our folk would have to go to a nursing home.

We have been keeping records of our daily utility meter readings and outside temperatures for the last two years, thus, we would be in a position to obtain figures to illustrate savings in energy and cost with solar heating.

In light of our situation, we would appreciate your pursuing the possibility of installing solar panels under a Government grant. You would have our full cooperation for keeping records which would substantiate that solar heating could contribute substantially to the savings of energy for our Country and savings in rent for our residents.

As a licensed building òóntractor in the state of New Mexico, I would
be happy to participate in a solar demonstration project using the
Piper Hydro/8olar system when and if grants are available. I have
investigated your system and find its possibilities exciting, partic-
ularly as regards energy conservation.
