Elementary and Secondary Education Amendments of 1967 (Con- Page 71 85 113 FOREWORD The Education Subcommittee of the Senate Committee on Labor and Public Welfare has an established practice of providing, for the information of its members and senatorial offices, the reports which are submitted to the Congress pursuant to statutory requirements in the format of a committee print. Materials which follow in this volume are therefore presented in accordance with that policy. The report was prepared by the National Advisory Committee on Handicapped Children. It is of particular interest to us since it is the first such annual report required by the legislation. On behalf of the subcommittee, I wish to commend the members of the National Advisory Committee for the diligence with which they have carried out the mandate given to them. I can assure. them that the conclusions and recommendations contained in the report will be given careful consideration by the subcommittee, both when amendments to the law are proposed and as a most useful aid to the subcommittee in the discharge of its legislative oversight functions. In order that the committee print may have the greatest utility while meeting the primary objectives of the subcommittee, there have been included excerpts from statutes other than the basic statute, since, in our judgment, it is necessary for us to review the problems of handicapped children from as wide a vantage point as may be conveniently encompassed within the confines of a print such as this. It is for this reason that there has been included material excerpted from the committee reports and the conference reports pursuant to the basic statute. This compilation of materials has the added advantage that it can be used by members of the professional discipline as a handy reference source. Special thanks are due from us to the Commissioner of Education, whose leadership and that of his predecessors in that office in the field of educational programs will be acknowledged by the schoolchildren benefited for years to come.
