International Activities in Support of Emerging
Democracies, Particularly Eastern Europe

Poland-SSA participated in the second stage of a technical assistance
mission to Poland sponsored by the World Bank. Working with Polish
officials, SSA assisted in planning and developing a social welfare sys-
tem to accommodate the needs of the people of Poland in a changing
society.

Bulgaria-SSA participated in a technical assistance mission in which mission members reviewed draft legislation to reform Bulgaria's social security system.

SSA provided staff to lecture at the following training seminars:

Dominica-Inter-American Center for Social Security Studies (CIESS) Training Seminar on Administration in Social Security Institutions.

Ghana-International Social Security Association Regional Training
Seminar for English-Speaking Africa. Topics included:

1. Policy and Planning in a Social Security Administration;

2. Data Processing Techniques and Management Information Systems; and

3. Financing of Social Security and Investment of Funds. Mexico-CIESS Training Seminar on “Quantitative Analysis of Actuarial Methods for Valuations of Social Insurance Systems."

The Office of International Policy is working with the World Bank in connection with SSA's possible participation in technical assistance missions to Romania and Hungary for the purpose of restructuring their social safety net programs.

Administration for Children and Families (ACF)

Programs of ACF focus on public welfare policy and planning and the organization of community services. The programs are especially concerned with the provision of social services and income maintenance programs to ACF target groups-native Americans; the socially and economically needy; refugees; the developmentally disabled; and atrisk children, youth, and families. ACF does not have any formal exchange visitor programs, but regularly receives foreign visitors and guest workers.
