The subcommittee (composed of Senators Stennis (chairman), Symington, Jackson, Saltonstall, Smith, and Thurmond) met, pursuant to notice, at 10 a.m., in room 224, Old Senate Office Building, Senator John Stennis presiding.

Present: Senators Stennis, Symington, Jackson, Saltonstall and Thurmond.

Also present: Senators Cannon, McIntyre, and Tower.

James T. Kendall, chief counsel; Robert M. Neal, Stuart French, and Glenn A. Smith, professional staff members.

TOWER TELEGRAM FROM TEXAS GOVERNOR

Senator STENNIS. The subcommittee will come to order. Senator Tower has a telegram he wants to read into the record. What does it say?

Senator ToWER. It says:

As Governor of Texas I have accepted the troop allotment for Texas under the proposed merger plan: however, I have protested the excessive loss of troop units in Texas. The national average of troop units cut from the program was 25 percent; Texas sustained a reduction of 42 percent. Further, I did not concur in the renumbering of the 49th Inf. BDE (Sep) to 72d BDE (Mech) as proposed by the CNGB. Bt.

Senator STENNIS. Thank you, Senator. General Wilson, we are delighted to have you here. You are always welcome. We are glad to have you testify on this matter. I know you are interested in it and have worked a lot on it. You have a statement. Do you wish to put it in the record and just summarize it, or would you rather read all of your statement?

General WILSON. Whatever you desire, sir. I can put the statement in the record and summarize it or I can read it, sir, whichever the chairman desires.
