Answer. Yes, we have been considering the possibility of a regulating reservoir in the vicinity of Imperial Dam. Reconnaissance studies have shown that a site for such a reservoir is available at Senator Wash 2 miles above Imperial Dam on the California side.

Question. How large would such a reservoir be?

Answer. We estimate that a reservoir capable of storing 12,000 acre-feet and with a pumping capacity into the reservoir of about 500 cubic feet per second could intercept about 80 percent of the excess flows reaching Imperial Dam.

Question. How long would it take to complete studies on such a reservoir and when could construction be initiated, if funds were available?

Answer. If funds were available, we could complete a definite plan report by December 31, 1962, prepare specifications, and award the first contract by the end of March 1963. Depending upon the availability of the pumping equipment, completion could be scheduled at the earliest for late in fiscal year 1964.

Question. What is your estimate of further needs to meet such a schedule? Answer. The fiscal year 1963 schedule I have outlined could be accomplished with approximately $300,000, and our current rough estimate of the total cos of $7 million. I say the $7 million estimate is rough because we have not completed the reconnaissance report and the final decision has not been reached as to whether we would want to use pumps or pump-generators for this installation.

MISSOURI RIVER BASIN PROJECT

Chairman HAYDEN. The budget program for fiscal year 1963 for various units of the Missouri River Basin project amounts to $61,042,631, an increase of $4,245,410 over the amount appropriated in fiscal year

1962.

A general statement and a table summarizing the program will be included in the record at this point.

Status. As of June 30, 1962, the Bureau will have completed construction of 8 units and 18 other units and divisions will be under active construction. Partial flood control has been achieved on several main tributaries and irrigation is underway on several units. The high-voltage transmission system now completed is capable of carrying to load centers the power currently available and is scheduled to be increased to meet the generating capacity of the Missouri River main stem powerplants under construction by the Corps of Engineers as well as power generated at Bureau-constructed hydroplants.

Work proposed, fiscal year 1963

The total fiscal year 1963 program for the Missouri River Basin project (including the Fort Peck project which is incorporated in the Transmission Division) is $61,092,631. This program includes a share of initial underfinancing identified with the "Construction and rehabilitation" appropriation. Of the total, $55,030,631 is scheduled for construction activities on 20 divisions and units. This amount includes $970,000 for two new construction starts; the Glen Elder unit, Kansas, and the James section of the Oahe unit, South Dakota. The active work includes 10 units listed in the "Drainage and minor construction" category because of their relatively limited programs for 1963. Separate justifications follow for each division or unit scheduled to be in active construction in fiscal year

1963, for the Missouri River Basin investigations and advance planning programs which are financed with construction funds, and for the requirements of other Department of Interior agencies participating in the basin development.

The following table shows the allocation of the appropriation for fiscal year 1962 and the proposed fallocation of the fiscal year 1963 estimates including initial underfinancing.

Revision in irrigation allocation due to increase in total cost which changed principally because of increased cost of Ainsworth Canal, and increase in interest-free power allocated to irrigation. JUSTIFICATION

Description. The Ainsworth unit will provide a full water supply for the irrigation of 33,960 acres of semiarid land presently dry-farmed in Cherry, Brown, and Rock Counties in north-central Nebraska. In addition to irrigation, the project will provide benefits for recreation, fish and wildlife, and pollution abatement.

Work proposed, fiscal year 1963

Merritt Dam and Reservoir, $1,746,000.-The program provides for continuation of construction of Merritt Dam and acquisition of reservoir right-of-way. Minimum basic facilities will be constructed.

Ainsworth Canal, $3,687,000.-Funds provide for continuation of construction on the first two sections of canal. Acquisition of rights-of-way will be continued and contracts awarded for the remainder of the canal.

Ainsworth laterals, $623,000.-A construction contract will be awarded for the first section of laterals, acquisition of right-of-way and design of second section of laterals will be started, and collection of design data for the third and fourth sections will be underway.

Ainsworth drains, $45,000.-Program provides for acquiring right-of-way and awarding contract for the first section of the water disposal system. the second and third sections will be initiated.

Design of

Fish and wildlife facilities, $2,000.-Funds provide for continuation of construction of fish and wildlife facilities in the vicinity of Merritt Dam.

Permanent operating facilities, $7,000.-For the continuation of acquisition of operation, maintenance, and communication equipment.

Service facilities, depreciation and salvage, $3,000.-Represents $13,000 for acquisition of laboratory, office and work equipment which is partially offset by $10,000 that will be distributed to project features on a use-basis during the year. Other project costs, $2,000.-Provides for preparation of plans for and selection of a development farm in cooperation with other interested agencies.

Consolidated expenditures and credits, -$15,000.-Represents equipment and costs transferred to the project on a nonappropriation basis and Solicitor's Office charges financed from another appropriation.

Undelivered orders, $300,000.-Represents the net change in obligations for goods and services on order but not yet delivered.

The change results principally from a $1,899,500 increase in the Ainsworth Canal estimate based on detailed field data which provided information to arm up design requirements, canal quantities, and right-of-way needs. This increase is partially offset by a net reduction of $74,500 primarily due to a decrease in the estimate of Merritt Dam and reservoir reflecting favorable contract bids.

Chairman HAYDEN. What comment do you have on this project? Mr. DOMINY. Well, as of May 1, 1962, the project was 14 percent complete. Work is underway on the Merritt Dam and Reservoir, which is the storage unit, and is scheduled for completion in December

1963.

A contract has also been awarded and work has been started on the first section of the some-56-mile-long Ainsworth Canal. A contract for construction of the second section of the canal is scheduled for award yet this month.

Initial storage of water in Merritt Dam and Reservoir is scheduled to begin in January 1964, and by fiscal year 1965 the unit will operate a full water supply to 13,000 acres, with the remaining 20,800 acres scheduled for service by fiscal year 1966.

ALMENA UNIT, KANSAS

Chairman HAYDEN. For fiscal year 1963, $4,826,000 is requested for the Almena unit in Kansas. The justification will be included in the record.
