About the author (1997)

Alexandre Kiss is President of the European Council for Environmental Law, consultant to the United Nations Environment Programme, UNESCO, the Council of Europe, OECD, and the Brundtland Commission. He teaches law at the University of Strasbourg.

Dinah Shelton is Professor of International Law at Notre Dame Law School, Centre for Human Rights.
