Program increases requested for 1963 Total program increases requested for 1963: An increase of travel funds for political activities is necessary to permit an adequate level of essential travel for senior officers to and from posts abroad. The general political unrest in Europe, which has every indication of continuing for some time to come, requires more frequent consultation than heretofore, particularly in connection with Berlin and Moscow. As a matter of policy the Ambassadors of certain key countries are being called to Washington on a stepped-up recurring schedule to brief the White House and other Government officials on the political situation in their country of assignment. Some of this additional cost has been absorbed by eliminating less essential travel, but $6,390 is estimated as a minimum increase to provide funds for travel which must be performed if American interests are to be adequately protected. An increase of $2,610 is requested for economic travel in fiscal year 1963. As of October 1, 1961, the Organization for Economic Cooperation and Development (OECD) came into being with the United States as one of the fully participating members. The many problems involved in getting this new organization staffed and functioning will require, for at least several years, the combined efforts of officials in Washington and Paris, with a resultant increase of travel between the two places. In addition, the increased emphasis being put on the Common Market and other trade expansion activities, requires more frequent exchange of views between the field staff and Washington officials who are in contact with American firms interested in expanding their export trade. Experience has shown that this type of exchange cannot be satisfactorily handled by correspondence or telephone and it is necessary that travel funds be provided to bring the parties together.
