The SBIRS High and Low Programs were restructured in the
President's Budget, but still support NMD and TMD deployment dates:
SBIRS High -- first launch changed from FY02 to FY04:

⚫ Corresponds to existing DSP inventory, BMD need dates

• FY04 SBIRS GEO first launch supports initial NMD deployment (FY05), and TMD Upper Tier First Unit Equipped date (FY07)

⚫ JCS concurs with FY04 deployment given overall warfighting needs Maintaining FY02 schedule would require $350M-$450M in FY99-00

SBIRS Low -- first launch changed from FY04 to FY06:

FY06 SBIRS Low first launch will support NMD sophisticated threat need and concurrent deployment with TMD Upper Tier (FY07)

EMD fundings doubled by canceling the demonstrations

• FY06 launch date is more reasonable given technical complexity (Delays and cost overruns indicative of the technical challenge)
