TITLE I-UNDERGRADUATE FACILITIES

Grants to institutions of higher education may be used to construct classrooms, laboratories, libraries, and other academic facilities to be used for undergraduate instruction.

Seventy-three percent of the funds appropriated are allotted to institutions of higher education on the basis of the number of students enrolled in higher education in the State; the other 27 percent of the funds are allotted to public community colleges, and technical institutes according to a formula based on per person income and the number of high school graduates in that State. A State plan must be approved by the Bureau of Higher Education of the U.S. Office of Education. The Federal share shall not exceed 50 percent for any development project.

TITLE II-GRADUATE FACILITIES

Grants may be used for construction of academic facilities, including libraries, to be used for graduate instruction.

THE LIBRARY SERVICES AND CONSTRUCTION ACT OF 1966 (Public Law 89-511, as amended by Public Law 90-154, November 1967) Purpose. This legislation is helping public libraries to meet the needs of people of the United States for educational and recreational information. It benefits adults, young people, and children, whatever their educational, cultural, or economic background.

The LSCA helps the States and local communities to remedy in part some of the glaring deficiencies which still exist in the public library services and facilities of our country. It encourages much needed cooperation among all types of libraries, provides sadly lacking library services to those who live in State institutions, and to the physically handicapped who cannot read or use conventional printed materials.

Authorization dates.-Fiscal year 1967 through fiscal year 1971.

Main Provisions.

TITLE I-SERVICES

The funds may be used for books and other library materials, equipment, salaries, and other operating expenses, and for the administration of the State plan for services. The objective is to promote the further extension of public library service to communities now without such services, or with inadequate services.

In order to participate in title I, each State, Pureto Rico, and the District of Columbia must qualify for a minimum Federal allotment of $100,000; American Samoa, Guam, and the Virgin Islands, each for at least $25,000. Maintenance of State and local effort is required.

TITLE II-CONSTRUCTION

Funds may be used for public library construction and for the administration of the State plan for construction. “Public library construction" is defined as meaning the construction of new public library buildings and the acquisition, expansion, remodeling, and alteration of existing buildings for use as public libraries and the initial equipment of such buildings (except books). Architects' fees and the cost of the acquisition of land are also eligible expenses.

TITLE III-INTERLIBRARY COOPERATION

Funds may be used for the establishment and maintenance of cooperative networks of libraries at the local, regional, State, or interstate level. Interlibrary cooperation may include State, school, college, university, public, and special libraries, working together to provide maximum effective use of funds in providing services to all library users.

TITLE IV-SPECIALIZED STATE LIBRARY SERVICES

Part A. State institutional library services.-Funds may be used to purchase books and other library materials, and to provide library services to (a) inmates, patients, or residents of penal institutions, reformatories, residential training schools, orphanages, or general or special institutions or hospitals operated by or substantially supported by the State, and (b) students in residential schools for the handicapped (including mentally retarded, hard of hearing, deaf, speech impaired, visually handicapped, seriously emotionally disturbed, crippled, or other health-impaired persons who by reason thereof require special education) operated or substantially supported by the State.

Part B. Library services to the physically handicapped.-Funds may be used for library services, whether through public or other nonprofit libraries, agencies, and organizations, to physically handicapped persons, including the blind and the visually handicapped.

Each State, Puerto Rico, and the District of Columbia, is entitled to a basic allotment of $25,000 each year; American Samoa, Guam, the Trust Territory of the Pacific Islands, and the Virgin Islands, each to an allotment of $5,000. Control.-For each LSCA title, a State plan must be prepared which outlines a coordinated program for the improvement of library resources and services based on needs within each State. This plan is submitted to the U.S. Commissioner of Education for approval.

Basis of allotment and matching.-The Federal appropriation for titles I, II, and IV is allotted to each State on the same ratio as the number of its population is to the number of total population of the United States, according to the last decennial census.

To obtain this Federal money, each State must match the amount with State and/or local funds on the basis of a ratio of the State's per capita income relative to the average per capita income of the United States. However, no Federal share in title I. II, and IV for any State, shall exceed 66 percent, or fall below 33 percent of the total cost of the program.

In title III, the Federal share is 50 percent.

Note: Although the authorizations in this area are indefinite, it should be noted that the impact of this activity is badly needed. This is certainly an area of investment which should be expanded since it can benefit every educational sector. The curtailment of the regional ladoratory program, the closing of 5 installations, in the current year is a step backward.

STUDENT LOANS

Legislation.-Public Law 85-864, title II, National Defense Education Act of

1958.

Purpose. To establish and develop capital funds at institution of higher education for making low-interest, long-term loans to students needing them to pursue courses of study.

Authorization in act specifies Federal capital contribution only. Sec. 207 authorizes a total of $25 000,000 for duration of act; sec. 208, as needed in each year for teacher cancelation.

Federal contribution.-Eight-ninths of an institution's student loan fund. (Student loan maximum is: undergraduate students, $1,000 per academic year and $5,000 total; graduate and professional students, $2,500 per academic year and $10,000 total.)

Fiscal year 1969.-90 percent of authorziation appropriated.

Fiscal year 1970.-56 percent of authorization proposed for funding.

The following excerpts were taken from a letter dated March 25, 1969, from the former student financial aid official of the Office of Education to the Undersecretary of the Treasury:

"1. The educational opportunity grant program.

"2. Work-study program. ***

"3. National defense student loan.

"Panels approved some $270 million in requests for national defense student loan funds and $155 million are available to meet this. These allocations have now been made and we know the situation for each college and for each State. In 15 of the 50 States the funds available will meet less than 50 percent of the approved requests, the lowest figures being 34 and 37 percent for South and
