RULES AND ORDERS

Order of Business.

RULE 1. President to take chair; journal to be read.
RULE 2. Order of business.

Of the President.

RULE 3. May appoint senator to perform duties of chair.

RULE 4. To name chairman for committee of the whole.

RULE 5. To assign doorkeepers to their respective duties and stations.

RULE 6. To certify passage of all bills.

Of the Clerk.

RULE 7. To have journals printed and placed on file.

RULE 8. To furnish, daily, printed list of general orders; with president to see that ail bills are acted upon in order in which reported; calendar.

RULE 9. To present bills originating in senate to governor, and enter on journals.

RULE 10. To designate reporters.

Of the Rights and Duties of Senators.

RULE 11. Relative to presentation of petitions, reports, resolutions, etc.

RULE 12. To observe order while journals or public papers are being read.

RULE 13. Debate; senators to address the president, and not to proceed until recognized; limitation; president to decide who entitled to floor.

RULE 14. Within bar of senate when question is stated, to vote unless, etc.

RULE 15. Wishing to be excused from voting, may make brief statement.

Committees and their Duties.

RULE 16. Standing committees to consist of three; list of committees.

RULE 17. On public printing; to examine and report on all matters relating to printing.

RULE 18. On engrossed bills; to examine all bills, resolutions, etc., and report as correctly engrossed before third reading. RULE 19. Reports of committees on bills; proceedings when not considered at time of making.

Of General Orders and Special Orders.

RULE 20. What to constitute the general orders; business of, how taken up; no bill to be considered in committee of the whole until printed.

RULE 21. Special orders.

Of the Committee of the Whole.

RULE 22. Rules to be observed in; may strike out enacting clause in bills, and if report is agreed to by senate, bill to be deemed rejected.

RULE 23. Bills committed to, to be read through by sections; amendments; amendments not offered in, not in order except by unanimous consent.

RULE 24. Motion to rise and report progress always in order.

Of Bills.

RULE 25. How introduced; notice of introduction; what to state.

RULE 26. Proceedings when reported by committee of the whole, when deemed lost; final question to be taken immediately after third reading.

RULE 27. To receive three readings; not to be amended or committed until twice read; not to be read a third time out of its order, nor until printed; resolutions proposing amendments to constitution to be treated as bills, except, etc.; to be acted on in committee of the whole.

RULE 28. Or resolution amending constitution, after ordered to a third reading, may not be amended, except, etc.

RULE 29. Two-thirds bills.

RULE 30. Question on final passage, to be taken by ayes and

rays.

RULE 32. When final vote on, may be reconsidered; to be read by sections.

Of Motions and their Preferences.

RULE 34. When question is before senate, no motion to be received, except, etc.; motion to adjourn or lay on the table to be decided without debate.

Of Questions of Order.
