TREASURER. The Treasurer is custodian of all moneys paid into the Treasury; and money owing by the State is paid by him upon proper warrants. He is a Commissioner of the Land Office, a Commissioner of the Caual Fund, a member of the Canal Board, a member of the State Board of Canvassers, a member of the State Board of Audit, one of the custodians of the old State Hall, and a trustee of Union College. No transfer of securities held by the Superintendent of the Insurance Department or by the Superintendent of the Banking Department is valid unless countersigned by the Treasurer. He is also vested by law with certain special powers in regard to the sale and conversion of securities held by the Superintendent of the Insurance Department in trust for insolvent insurance companies.
