LIST OF MEMBERS OF THE FORTY-FIFTH CONGRESS, 1878-9.

The Constitution requires nine years' citizenship to qualify for admission to the Senate, and seven years to the House of Representatives. An act approved July 26, 1866, requires the Legislature of each State, which shall be chosen next preceding the expiration of any Senatorial term, on the second Tuesday after its first meeting, to elect a successor, each House nominating viva voce, and then convening in Joint Assembly to compare nominations. In case of agreement, such person shall be declared duly elected; and if they do not agree, then balloting to continue from day to day, at 12 M., during the session, until choice has been made. Vacancies are to be filled in like manner. The members of each House receive a salary of $5,000 per annum, and mileage at the rate of twenty cents per mile. For each day's absence, except when caused by sickness, $8 per diem is deducted from the salary. The President pro tem. of the Senate receives the same compensation as the Vice-President. The Speaker of the House of Representatives receives double the salary of a member.
