Gentlemen, we have the pleasure and the privilege this morning of hearing from one of our most distinguished colleagues and an old friend of mine, Congressman Jamie L. Whitten of Mississippi who, among other things, is Chairman of the Appropriations Subcommittee for the Department of Agriculture. I have served with him for a number of years on the subcommittee for the Department of Defense. He has requested permission to appear before this subcommittee to discuss a subject which is very close to him and very close to his people. I am sure he will command our complete attention. Mr. Whitten. STATEMENT OF HON. JAMIE L. WHITTEN Mr. WHITTEN. Mr. Chairman, first let me say I appreciate your kind statements. I appreciate our friendship and our relationship through the years. The fact that I am presenting the statement comes from working with several cases before hearing examiners. As you will see, we have with us our fellow colleagues on the Appropriations Committee. Mr. FLOOD. Why don't you introduce them for the record at this time, Mr. Whitten? We, of course, know all of them well. Mr. WHITTEN. We have with us, of course, Congressman Andrews, and Congressman Sikes and Congressman Flynt, our mutual friends and fellow members of the Appropriations Committee. Others would have been here if they had not had conflicts. In fact, Congressman Jonas, of North Carolina, asked that I report to the committee that he was in accord with the position that we shall take here this morning and regrets being unable to be present.
