SIR: I have the honor to transmit herewith for the consideration of Congress a proposed provision pertaining to the appropriation for the fiscal year 1945 for "Conservation and use of agricultural land resources, Department of Agriculture" submitted in the form of an amendment to the Budget for said fiscal year.

The details of this provision, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to transmit herewith for your consideration a proposed provision pertaining to the appropriation for the fiscal

year 1945 for "Conservation and use of agricultural land resources, Department of Agriculture" submitted in the form of an amendment to the Budget for said fiscal year, as follows:

CONSERVATION AND USE OF AGRICULTURAL LAND RESOURCES, DEPARTMENT OF

AGRICULTURE

On page 307 of the Budget, column 2, in line 18 of the paragraph under the head "Conservation and Use of Agricultural Land Resources, Department of Agriculture," after the amount $290,000.000, insert "to remain available until December 31, 1945,".

In line 32 of the same paragraph, after the word "available", insert "until June 30, 1945,".

The language contained in the 1945 Budget for the appropriation item "Conservation and use of agricultural land resources" limits the availability of the $290,000,000 provided therein to June 30, 1945, the end of the fiscal year to which the Budget relates. It also provides that the period of the 1944 agricultural conservation program carried out under this item will end coincidentally with the termination of the appropriation availability. In prior years, the language has provided for availability of this appropriation for nonadministrative expense purposes for 2 fiscal years, or 18 months beyond the end of the period covered by the program to which the particular appropriation related.

A participating farmer cannot file an application for payment until he has performed practices or complied with some specific provision of a given agricultural conservation program. Since the 1944 program will extend until June 30, 1945, most of the applications for payments will not be filed until after that date-that is, after the availability of the appropriation for obligation for payments to farmers has expired under existing Comptroller General's decisions. Thus it is essential that the appropriation recommended in the 1945 Budget be available for nonadministrative expense purposes for a period of 6 months beyond the end of the 1944 program, or until December 31, 1945. There is no need to extend similarly the availability of the appropriation with respect to salaries and other administrative expenses.

The foregoing provision is made necessary by reason of a contingency which has arisen since the submission of the Budget for the fiscal year 1945. I recommend that it be submitted to Congress.

SUPPLEMENTAL ESTIMATES OF APPROPRIATION FOR THE FEDERAL SECURITY AGENCY FOR THE FISCAL YEAR 1944 IN THE AMOUNT OF $3,200,000

Congress supplemental estimates of appropriation for the Federal
Security Agency for the fiscal year 1944 in the amount of $3,200,000.
The details of these estimates, the necessity therefor, and the reasons
for their transmission at this time are set forth in the letter of the
Director of the Bureau of the Budget, transmitted herewith, in whose
comments and observations thereon I concur.

FEDERAL SECURITY AGENCY

PUBLIC HEALTH SERVICE

For an additional amount for Pay of Personnel and Maintenance of
Hospitals, fiscal year 1944, including the objects specified under this
head in the Federal Security Agency Appropriation Act, 1944
For an additional amount for Training for Nurses (national defense),
fiscal year 1944, including the objects specified under this head in
the Federal Security Agency Appropriation Act, 1944, and including
$70,000 additional for administrative expenses..

The additional funds recommended under the appropriation for Pay of Personnel and Maintenance of Hospitals is to meet expanded requirements of the Coast Guard, increased administrative expense, and decreased reimbursements to the appropriation.

The additional amount recommended under the appropriation Training for Nurses (national defense) is for the purpose of completing for the present fiscal year the current nurse-training program. Funds already provided under this appropriation title were for the purpose of carrying on this program on a part-year basis.

The foregoing estimates of appropriation are required to meet contingencies which have arisen since the transmission of the Budget for the fiscal year 1944, and their approval is recommended.
