SECTION I

MEMBERS OF THE ARMED FORCES IN SERVICE

1. Question. Is a soldier required to take an oath when he enlists in the service?

Answer. Yes; at the time of his enlistment, every soldier, sailor, and marine shall take the following oath or affirmation:

I, -, do solemnly swear (or affirm) that I will bear true faith and allegiance to the United States of America; that I will serve them honestly and faithfully against all their enemies whomsoever; and that I will obey the orders of the President of the United States and the orders of the officers appointed over me, according to the Rules and Articles of War.

2. Question. Can a dishonorable discharge be removed?

Answer. Only by an act of Congress can the rights, privileges, and benefits conferred by law upon honorably discharged soldiers, sailors, marines, or members of the Coast Guard be granted to a person who has been dishonorably discharged, but this is rarely done. The rights of Federal citizenship forfeited by dishonorable discharge on account of conviction of desertion in time of war may be restored to such former soldier, sailor, marine, or member of the Coast Guard by his unconditional pardon by the President. This, too, is rarely the case.

3. Question. Does a serviceman get reduced railroad rates? Answer. Yes; when on a furlough a serviceman gets a reduced railroad fare of approximately 14 cents a mile.

4. Question. Does a soldier on furlough get any other benefits? Answer. Yes; upon return from furlough he draws a cash allowance equal to the value of the rations not provided him during his absence. 5. Question. What is the "canteen" or "post exchange"?

Answer. In a temporary camp, it is usually called the canteen and keeps cigarettes, razor blades, all kinds of toilet articles and refreshments; but in the permanent Ármy posts it is called the post exchange and keeps many items authorized for sale and desired by the soldiers. All articles are sold to servicemen only.

6. Question. Do soldiers have to pay cash at the canteen or post exchange?

Answer. They may pay cash or they may use post exchange coupons which are obtainable in books in amounts of $1, $2, $5, and $10. Coupon books are usually paid for by the soldiers on pay day, though they may be purchased for cash. Enlisted men of the first three grades may open 30-day accounts.

7. When did the present pay rates become effective?

Answer. The present rate of pay became effective June 1, 1942. No back pay or allowances for any period prior to June 1, 1942, shall accrue by reason of the Pay Readjustment Act of 1942.

8. Question. What is the base pay of a private soldier or one of like grade in other branches of the service?

Answer. The monthly pay of such person during his first 3 years of service is $50. This is increased by 5 percent for each 3 years of service up to 30 years (Public Law No. 607, 77th Cong.).

9. Question. Does overseas service pay more than home service? Answer. Yes. Enlisted men, while on sea duty, or serving outside of the continental United States have their base pay increased by 20 percent.

10. Question. In dollars, what is the difference in the rate of pay between the old rates prior to June 1, 1942, and the new rates?

Answer. The following table sets forth the difference in dollars between the old rates and the new rates for the seven grades of enlisted men and the lowest commissioned grade, second lieutenant or ensign:

11. Question. What are the annual rates of pay and monthly allowances for commissioned and warrant officers of the Army?

The Marine Corps ranks follow those of the Army, and pay and allowances are the same, rank for rank.

Pay in the above ranks, below the rank of brigadier general, is increased 5 percent of the base pay for each 3 years of service, not exceeding 30 years. Additional increases are provided for specialized service, such as flying and parachute duty.

12. Question. What are the annual rates of pay and allowances for commissioned and warrant officers of the Navy?

The Coast Guard ranks follow those of the Navy, and pay and allowances are the same, rank for rank.

Pay in the above ranks, below the rank of rear admiral, is increased 5 percent of the base pay for each 3 years of service, not exceeding 30 years.

13. Question. What are the monthly rates of pay for enlisted personnel of the Army?

Answer:

First grade: Master sergeant, first sergeant..

Second grade: Technical sergeant.--.

Third grade: Staff sergeant, technicians third grade.

Fourth grade: Sergeant, technicians fourth grade..
Fifth grade: Corporal, technicians fifth grade.
Sixth grade: Private first class.

Pay in the above grades is increased 5 percent of the base pay for each 3 years of service not exceeding 30 years.

The monthly rates of pay of enlisted men of the Army are increased 20 percent for foreign or sea duty and are increased 50 percent for flying if assigned to such duty.

The Marine Corps grades follow those of the Army, and the pay the same, rank for rank.

14. Question. What are the monthly rates of pay for the enlisted personnel of the Navy?
