SIR: I have the honor to transmit herewith for your consideration a supplemental estimate of appropriation in the amount of $378,000 for the Department of Agriculture for the fiscal year 1944, as follows:

FEDERAL FARM MORTGAGE CORPORATION

Salaries and expenses: For an additional amount for administrative expenses of the Federal Farm Mortgage Corporation, fiscal year 1944, including the objects specified under this head in the Department of Agriculture Appropriation Act, 1944, $378,000, payable from the funds of said Corporation...-.

The Department of Agriculture Appropriation Act, 1944, contained an authorization for the expenditure of $7,822,000 of funds of the Federal Farm Mortgage Corporation, but did not provide for expenses attendant upon the making of new loans in the fiscal year 1944, since, under authority existing at that time, no new loans could be made after June 30, 1943. Public Law 91, Seventy-eighth Congress, approved June 26, 1943, extended from July 1, 1943, to July 1, 1945, the authority to make Land Bank Commissioner loans. Such loans are made from funds furnished by the Federal Farm Mortgage Corporation and when made become the property of the Corporation.

The services and facilities of the Federal land banks are used by the Federal Farm Mortgage Corporation in the making of new Land Bank Commissioner loans, the servicing of loans previously made, and the acquisition, servicing, and sale of real estate. The Federal land banks are paid for the cost of such services and the method of reimbursement is in the form of a monthly advance, based upon the best available information as to actual cost, subject to audit and final adjustment at the end of the fiscal year.

For the first 9 months of the fiscal year 1944, a total of 13,212 Land Bank Commissioner loans were made in the aggregate amount of $23,612,032. It is estimated that for the full fiscal year an aggregate of 19,000 loans will be made, totaling $33,000,000.

The additional amount of $378,000 will increase the funds available to the Federal Farm Mortgage Corporation for administrative expenses in 1944 from $7,822,000 to $8,200,000. This additional sum will be used for the making of new loans under Public Law 91.

The foregoing supplemental estimate of appropriation is made necessary by reason of contingencies which have arisen since the transmission of the Budget for the fiscal year 1944. I recommend that it be transmitted to Congress.

SIR: I have the honor to transmit herewith for the consideration of Congress supplemental estimates of appropriations for the fiscal years 1937 and 1944, for the Navy Department and naval service, amounting to $781.62 cash, contract authorization for 1,000,000 tons of landing craft and district craft, and contract authori ation in the amount of $55,000,000 for ordnance facilities, together with a proposed provision affecting an appropriation for the fiscal year 1942.

The details of the supplemental estimates of appropriations, contract authorizations and proposed provision, the necessity therefor, and the reasons for their transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

NAVAL ESTABLISHMENT

BUREAU OF NAVAL PERSONNEL

For an additional amount for Miscellaneous Expenses, Bureau of Naval Personnel, 1944, including the objects specified under this head in the Naval Appropriation Act, 1944, and including expenses for carrying out the provisions of Private Law 166, approved January 28, 1944 The requested appropriation of $750 is to provide silver medals to be presented in the name of Congress to members of the Peary Polar Expedition of 1908-9.

INCREASE AND REPLACEMENT OF NAVAL VESSELS

Subject to authorization by other law, the appropriations "Construction and machinery" and "Armor, armament, and ammunition" shall be available for the acquisition and conversion or construction of not exceeding 1,000,000 tons of additional landing craft and district craft, as the Secretary may determiné to be necessary for the conduct of the war.

Armor, armament, and ammunition: Subject to the enactment of S. 1771 or legislation for the same purpose by the 78th Congress, the Secretary is authorized. in addition to appropriations hitherto made or authorizations provided for such purpose, to enter into contracts for tools, equipment, and facilities in, and land for, public and private plants for the manufacture or production of ordnance materials, munitions, and equipment, in an amount not exceeding $55,000.000

COAST GUARD

For an additional amount for Retired Pay, Lighthouse Service, fiscal year 1937, for payment of claim of Thomas Garraty, as representative of the estate of Anne T. Garraty, deceased, certified to be due by the General Accounting Office.

The $31.62 is to satisfy the certified claim for retired pay found to be due a late employee of the Lighthouse Service for the fiscal year 1937. A deficiency appropriation is necessary for the payment of this claim because the General Accounting Office and the Treasury Department have determined that there is no balance under the expired appropriation "Retired pay, Lighthouse Service," fiscal year 1937, from which this claim could be paid.

PROPOSED PROVISION AFFECTING 1942 APPROPRIATION

A sum not exceeding $85,000,000 of the appropriation "Maintenance, Bures of Ships, 1942," shall remain available until June 30, 1945, for the payment of obligations incurred under contracts executed on or before June 30, 1942, and for liquidating obligations incurred by agreements with the United States Maritime Commission or the War Shipping Administration for the requisitioning of small craft acquired on or before June 30, 1942.

The purpose of the foregoing supplemental estimates of appropriations, contract authorizations, and proposed provision is to provide for additional requirements for the prosecution of the war and for contingencies which have arisen since the transmission of the Budget for the respective fiscal years. I recommend that they be transmitted to Congress.
