PROPOSED CONTRACT AUTHORIZATION FOR THE NAVY DEPARTMENT IN THE AMOUNT OF $130,000,000 AND DRAFT OF A PROPOSED PROVISION PERTAINING TO NAVAL APPROPRIATIONS FOR THE FISCAL YEAR 1944

SIR: I have the honor to transmit herewith for the consideration of Congress a proposed contract authorization for the Navy Department, in the amount of $130,000,000, and draft of a proposed provision pertaining to naval appropriations for the fiscal year 1944.

The details of the proposed contract authorization and proposed provision, the necessity therefor, and the reasons for their transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to transmit herewith for your consideration a proposed contract authorization for the Navy Department, in the amount of $130,000,000, and draft of a proposed provision affecting naval appropriations for the fiscal year 1944, as follows:

NAVY DEPARTMENT

REPAIR FACILITIES, NAVY

In addition to contract authorizations heretofore granted, the Secretary of the Navy is hereby authorized to enter into contracts for equipment and facilities of all kinds at either private or naval establishments for the repair and conversion of ships, under the appropriation "Repair Facilities, Navy," in the amount of not to exceed $130,000,000, subject to authorization by other law.

PROPOSED PROVISION

The Secretary of the Treasury is hereby authorized and directed to transfer the sum of $289,259,000 from the appropriation "Ordnance and Ordnance Stores, Navy, 1944," to other appropriations of the Navy Department for the fiscal year 1944 as follows:

The purpose of the foregoing proposed contract authorization and proposed provision is to provide for additional requirements for the prosecution of the war.

The foregoing proposed contract authorization and proposed provision are to provide for contingencies which hve arisen since the transmission of the Budget for the fiscal year 1944. I recommend that they be transmitted to Congress.
