SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the Department of Labor for the fiscal year 1944, amounting to $6,700,000.

The details of this estimate, the necessity therefor, and the reasons for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Department of Labor, Children's Bureau, for the fiscal year 1944, amounting to $6,700,000, as follows:

DEPARTMENT OF LABOR

CHILDREN'S BUREAU

Grants to States for Emergency Maternity and Infant Care (National Defense): For an additional amount for the fiscal year 1944 for grants to States, including Alaska, Hawaii, Puerto Rico, and the District of Columbia, to provide, in addition to similar services otherwise available, medical, nursing, and hospital maternity and infant care for wives and infants of enlisted men of the fourth, fifth, sixth, and seventh grades in the armed forces of the United States under allotments by the Secretary of Labor and plans developed and administered by State health agencies and approved by the Chief of the Children's Bureau...

$6,700, 000 This item provides funds in addition to $23,000,000 previously appropriated for fiscal year 1944 by Congress for grants to States for the payment of medical, hospital, and nursing expenses for maternity care and for infants of families of enlisted men in the armed forces of the fourth to seventh grades.

The supplemental amount is required for allotments to States for authorizing such services during most of May and all of June; without it the States will have to suspend authorizations.

The foregoing estimate of appropriation is required to meet contingencies which have arisen since the transmission of the Budget for 1944 and 1945 and its approval is recommended.

SIR: I have the honor to transmit herewith for the consideration of Congress draft of a proposed provision and a supplemental estimate of appropriation in the amount of $22,800,000 pertaining to an appropriation for the Department of Labor for the fiscal year 1945, in the form of amendments to amendments transmitted to the Speaker of the House of Representatives by my letter dated March 31, 1944, House Document 524.

The details of the estimate, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, with whose comments and observations thereon I concur.

Sir: I have the honor to submit herewith for your consideration & draft of a proposed provision and a supplemental estimate of appropriation in the amount of $22,800,000 pertaining to an appropriation for the Department of Labor for the fiscal year 1945, in the form of amendments to amendments submitted to you by my letter dated March 30, 1944, as follows:

CHILDREN'S BUREAU

On page 2 of House Document 524, 78th Congress, Second Session, under the head, "Department of Labor, Children's Bureau" increase the estimate for the item from "$20,000,000" to "$42,800,000" and in line 8 after the words "the amount herein appropriated" delete the words "shall be immediately available and".

The amendment increasing the estimate of appropriation is required to meet necessary additional obligations not provided for in the amendments transmitted by your letter dated March 31, House Document 524, and the Budget for 1945.

Estimates previously made of the requirements of this program for fiscal year 1945 were considered adequate on the basis of information then available. Succeeding events have materially altered the basic assumptions, and information recently made available to the Children's Bureau by Service Headquarters of the armed forces has caused the Bureau to revise its estimates for grants to States to take care of an increasing number of applications for care which are anticipated in 1945.

Because the Labor-Federal Security appropriation bill for 1945 will not be enacted in time to make funds available for the May and June 1944 requirements the suggested provision in House Document 524 making available 1945 funds in 1944 will not be effective. Without a supplemental appropriation the States will have to suspend authorizations for medical and hospital treatment during part of May and all of June.

The foregoing estimate of appropriation is required to meet contingencies which have arisen since the transmission of the Budget for 1945 and its approval is recommended.
