SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation in the amount of $89,000, for the fiscal year ending June 30, 1944, to remain available until expended, for the War Department for flood control, as follows: WAR DEPARTMENT- -CIVIL FUNCTIONS CORPS OF ENGINEERS-FLOOD CONTROL Flood control, general: For an additional amount for flood control, general, fiscal year 1944, including the objects specified under this head in the War Department Civil Appropriation Act, 1944, to be available until expended.. $89, 000 The purpose of this supplemental estimate of appropriation is to provide funds for the construction of a flood-control project on Terre Noire Creek, Ark., as a unit of the flood-control program in the Little Missouri River Basin. The project consists essentially of channel clearing and snagging on Terre Noire Creek, the repair of levee crevasses in hillside floodway levees which extend along each side of the valley, for a distance of 16 miles in the vicinity of Hollywood, Ark., and the construction of required drainage ditches. The War Food Administration, in a letter to the War Department, dated April 1, 1944, stated that early construction of this project would materially increase agricultural production on approximately 10,000 acres of excellent agricultural land. In that letter it further stated that the War Food Administration would recommend approval of the project as a war food measure upon reference to it of an application from the War Department by the War Production Board. In view of the statements of the War Food Administration regarding the value of the improvement of Terre Noire Creek to the production of food in that area, it is concluded that the construction of the project at this time warrants the consideration of Congress. This supplemental estimate of appropriation is made necessary by contingencies which have arisen since the transmission of the Budget for the fiscal year 1944. The details of these amendments, the necessity therefor, and the reasons for their transmission at this time are set forth in a letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur. EMPLOYEES' COMPENSATION COMMISSION On page 58 of the Budget, column 2, under the head "Employees' Compensation Fund" after the words "or in prior fiscal years"; increase the estimate for this item from $10,600,000 to $13,950,000, and add the following: "of which not more than $700,000 shall be immediately available for expenditure during the fiscal year 1944." These items are to provide necessary amounts estimated by the Employees' Compensation Commission for benefits payable under the Federal employees' compensation acts and under the various measures enacted by Congress to provide for employees of contractors with the Federal Government who are missing as a result of enemy action. The foregoing amendments to the estimate of appropriation are made necessary because of a contingency which has arisen since the transmission of the Budget for the fiscal year 1945. SIR: I have the honor to submit herewith for your consideration estimate of appropriation for the Department of Labor for the fiscal year 1945, in the form of amendment to the Budget for the said fiscal year involving an increase of $258,700, as follows: DEPARTMENT OF LABOR BUREAU OF LABOR STATISTICS On page 578 of the Budget, column 2, under the heading "Salaries and Expenses. Bureau of Labor Statistics (National Defense)," increase the estimate for this item from $1,681,100 to $1,939,800. This item provides funds for gathering, tabulation, and analysis of cost-of-living data from consumers and the extension of data collection to an additional 34 small- and medium-sized cities, in order to improve the technical standards of the Cost of Living Index. Because of the importance of the index in making Government policies in stabilizing wages and prices, as well as in rationing commodities, it is imperative that the index be as technically accurate as possible. The foregoing amendment to the estimate of appropriation is made necessary because of contingencies occurring since the transmission of the Budget for the fiscal year 1945.
