SIR: I have the honor to transmit herewith for the consideration of Congress a draft of a proposed provision pertaining to appropriations for the Treasury Department for the fiscal years 1944 and

1945.

The details of the proposed provision, the necessity therefor, and the reasons for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration a draft of a proposed provision pertaining to appropriations for the Treasury Department for the fiscal years 1944 and 1945, as follows:

PROCUREMENT DIVISION

The provisos under the head, "Salaries and expenses, Procurement Division," in the Treasury Department Appropriation Act, 1944, and the Treasury Department Appropriation Act, 1945, requiring that payments to the general supply fund be made on the books of the Treasury Department by transfer and counterwarrants, are hereby amended to authorize such payments covering transactions between the Procurement Division and field offices of other Government agencies whose detailed appropriation or fund accounts are maintained elsewhere than within the District of Columbia, to be made on the basis of itemized vouchers or invoices prepared by the Procurement Division and sent through the appropriate field offices to the disbursing officers for the agencies involved, who are hereby authorized to make payment based (1) upon certification of the Procurement Division, which shall include the specific statement that the vouchers are issued pursuant to and in conformity with purchase orders or requisitions duly executed by the agency billed, and (2) upon approval and certification of such vouchers by the agency billed, which action shall be based upon acceptance of the Procurement Division certification as made, subject to later adjustment if necessary, the responsibility of the authorized certifying officer, under the Act of December 29, 1941, as amended, to be limited to the availability of the funds to be charged.

The appropriation language under the head, "Salaries and expenses, Procurement Division," for the fiscal years 1944 and 1945 provides that payments to the general supply fund for materials and supplies shall be made on the books of the Treasury Department by transfer and counterwarrants prepared by the Procurement Division of the Treasury Department and countersigned by the Comptroller General, such warrants to be based solely on itemized invoices prepared by the Procurement Division at issue prices to be fixed by the Director of Procurement. This procedure is quite satisfactory within the District of Columbia, but with respect to transactions between recently established Procurement Division supply centers and field offices of the other Government agencies served by these centers, it has been found to be too slow, to involve too much paper work, and to increase substantially the possibility of error.

The proposed amendment will permit the completion of field transactions in the field within a reasonable period of time and thus avoid the necessity of having the supply centers report sales to the Procurement Division in Washington where the transfer and counterwarrant is prepared and cleared with the Department or Bureau concerned. where in turn it is necessary to adjust accounts and notify the authorized certifying officer in the field of the charge against the funds for which he is accountable.

The foregoing draft of a proposed provision is required to meet contingencies which have arisen since the transmission of the Budgets for the fiscal years 1944 and 1945, and approval is recommended.
