SIR: I have the honor to transmit herewith for the consideration of Congress a draft of a proposed provision pertaining to the foreign war relief appropriation for the fiscal year 1944, extending its availability until June 30, 1945.

The details of the proposed provision, the necessity therefor, and the reasons for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration a draft of a proposed provision pertaining to an existing appropriation, as follows:

EXECUTIVE OFFICE OF THE PRESIDENT

FOREIGN WAR RELIEF

The appropriation "Foreign War Relief" contained in the Second Deficiency Appropriation Act, 1942, is hereby continued available until June 30, 1945.

Appropriations totaling $85,000,000, made by section 40 (b) of the Emergency Relief Appropriation Act, 1941, and by the Third Supplemental National Defense Appropriation Act, 1942, were subsequently consolidated under the title "Foreign War Relief" by the Second Deficiency Appropriation Act, 1942, and have been successively reappropriated by that act and the Urgent Deficiency Appropriation Act, 1943. These appropriations are now scheduled to expire June 30, 1944. As of February 29, 1944, there remained available from these appropriations, $3,907,000 which had not yet been allocated by the President to the Agriculture, Treasury, and War Departments, as the purchasing agencies designated by the President for the Foreign War Relief program, and $24,966,924.30 representing unobligated balances of allocations theretofore made to these departments, or a total balance available of $28,873,924.30. Whatever portion of these funds is unobligated on June 30, 1944, will cease to be available on that date unless reappropriated.

The American Red Cross continues to receive requests for relief supplies from its representatives abroad, the nature of which involves commitments which would extend beyond the current fiscal year. Increased availability of transportation facilities and perfected distribution arrangements will enable the Red Cross to supply these growing needs if funds continue available. It is therefore recommended that the unobligated balance on June 30, 1944, be reappropriated for obligation in the fiscal year beginning July 1, 1944. A comprehensive report as to the nature and progress of refugee and foreign war relief operations pursuant to the above-mentioned appropriations is contained in the last interim report to the Congress, covering such operations from July 1, 1940 (the date of the inception of the program). through April 30, 1943 (S. Doc. No. 99, 78th Cong., 1st sess.).

The foregoing draft of a proposed provision pertaining to an existing appropriation is required to meet contingencies which have arisen since the transmission of the Budget for the fiscal year 1945, and approval is recommended.

SIR: I have the honor to submit herewith for your consideration an estimate of appropriation for the Office of Civilian Defense amounting to $1,139,000 for the fiscal year 1945.

The estimate of appropriation, the details of which are transmitted herewith, is to provide funds for the continued operation of the Federal civilian defense program, and for the storage, care, transportation, and inspection of property purchased from funds appropriated to the Office of Civilian Defense. The reduction contemplated under this estimate for 1945 reflects the completion of the organizational phase of civilian defense in the States and communities, and the materially changed situation with regard to danger of enemy attack. Under this program, the Office of Civilian Defense will maintain channels of information and furnish advice to State and local defense organizations in order to facilitate continued volunteer participation in the war programs of the Federal Government. I recommend approval of this estimate.
