ESTIMATE OF APPROPRIATION SUBMITTED BY THE NAVY DEPARTMENT TO PAY CLAIMS FOR DAMAGES BY COLLISION OR DAMAGES INCIDENT TO THE OPERATION OF VESSELS OF THE UNITED STATES COAST GUARD, IN THE SUM OF $4,110.85

SIR: I have the honor to transmit herewith for the consideration of Congress an estimate of appropriation submitted by the Navy Department to pay claims for damages by collision or damages incident to the operation of vessels of the United States Coast Guard, in the sum of $4,110.85, which have been considered and adjusted under the provisions of the act of June 15, 1936 (14 U. S. C. 71), and which require an appropriation for payment.

SIR: I have the honor to transmit herewith for your consideration an estimate of appropriation submitted by the Navy Department to pay claims for damages by collision or damages incident to the operation of vessels of the United States Coast Guard, which have been considered and adjusted under the provisions of the act of June 15, 1936 (14 U. S. C. 71), and which require an appropriation for their payment as follows:

COAST GUARD

Claims for damages, operation of vessels, Coast Guard: To pay claims for damages adjusted and determined by the Secretary of the Navy under the provisions of the act entitled "An act to provide for the adjustment and settlement of certain claims for damages resulting from the operation of vessels of the Coast Guard and the Public Health Service, in sums not exceeding $3,000 in any one case," approved June 15, 1936, as fully set forth in House Document No.

78th Congress..

The letters of the Secretary of the Navy submitting these claims are transmitted herewith.

In accordance with the provisions of the act providing for this submission, I recommend that this estimate be transmitted to Congress.

SIR: In accordance with the provisions of the act of June 15, 1936 (49 Stat. 1514; U. S. C., title 14, sec. 71), I have considered, ascer tained, adjusted, and determined the following-described claim, which accrued after June 15, 1936, on account of damage to privately owned property where the amount of the claim does not exceed $3,000, caused by negligence of a vessel of the United States.

This claim has been examined by the Judge Advocate General of the Navy, who has advised that it is a legal claim for submission under the act above referred to.

I, therefore, certify the amount found due the claimant, as set forth, to be a legal claim and recommend that it be submitted to the Congress for payment out of an appropriation that may be made therefor:

Claim of City of Dubuque Bridge Commission, Dubuque, Iowa, for damage to guard rail of the City of Dubuque Bridge Commission's Fourth Street Bridge amounting to $55.91 caused by Coast Guard barge 88005 on 3 August 1943. Total amount claimed and allowed is $55.91.

C., sec. 71), I have considered, ascertained, adjusted, and determined the following-described claim, which accrued after June 15, 1936, on account of damage to privately owned property where the amount of the claim does not exceed $3,000, caused by negligence of a vessel of the United States.

This claim has been examined by the Judge Advocate General of the Navy, who has advised that it is a legal claim for submission under the act above referred to.

I, therefore, certify the amount found due the claimant, as set forth to be a legal claim and recommend that it be submitted to the Congress for payment out of an appropriation that may be made therefor:

Claim of Ames Terminal Co., 3200 Twenty-sixth Avenue SW., Seattle, Wash., for damage to Ames Terminal, caused by the United States Coast Guard fireboat Duwamish on October 26, 1943.

The total amount claimed and allowed is $75.

Claim of Isaac Freeman O'Neal, Ocracoke, Hyde County, N. C., for settlement of damages to freight boat Wm. G. Dryden, amounting to $99.19, caused by the C. G. C. Linden and tow on December 19, 1942.

The total amount claimed and allowed is $99.19.

This claim has been examined by the Judge Advocate General of the Navy, who has advised that it is a legal claim for submission under the act above referred to.

I, therefore, certify the amount found due the claimant, as set forth, to be a legal claim and recommend that it be submitted to the Congress for payment out of an appropriation that may be made therefor:

Claim of American Export Lines, Inc., care of Claims Insurance Division, 25 Broadway, New York, N. Y., caused by the U. S. S. Roller (AMc52), August 23, 1941.

The total amount claimed is $1,075, the total amount allowed is $806.25.

Claim of Herman Hansen, care of A. J. Cafiero, 3303 New Jersey Avenue, Wildwood, N. J., for damage to Hermaline caused by CG-83314 on June 23, 1943. The total amount claimed is $4,138; the total amount allowed is $3,000. Claim of George James, care of A. J. Cafiero, 3303 New Jersey Avenue, Wildwood, N. J., for loss of personal property caused by collision of CG-83314 with Hermaline on June 23, 1943.

The total amount claimed and allowed is $74.50.
