SIR: In accordance with the provisions of the act of December 28, 1922, title 34, United States Code, section 599, I have considered, ascertained, adjusted and determined, the following described claim, which accrued after April 6, 1917, on account of damage to privately owned property where the amount of the claim does not exceed $3,000, caused by negligence of a vessel of the United States.

This claim has been examined by the Judge Advocate General of the Navy, who has advised that it is a legal claim for submission under the act above referred to.

I, therefore, certify the amount found due the claimant, as set forth, to be a legal claim and recommend that it be submitted to the Congress for payment out of an appropriation that may be made therefor:

Claim of The Texas Co., Norfolk, Va., for damage to pier at Berkley, Va., by YO-140 on November 10, 1943.

The total amount claimed and allowed is $646.50.

Claim of Covington E. Newsome and Allen L. Redd, 319 West Freemason Street, Norfolk, Va., for settlement of claim for damages to the motorboat Sudie Ann caused by the U. S. S. YD-71 in tow of the U. S. S. YT-17 on October 27, 1942, at Norfolk Navy Yard, Portsmouth, Va.

The total amount claimed is $700 and the total amount allowed is $350.

The total amount claimed is $453.25 and the total amount allowed is $250.

The claimant has agreed to accept the amount allowed, which constitutes 50 percent of the amount claimed.

SIR: I have the honor to transmit herewith for the consideration of Congress, in accordance with the provisions contained in the Deficiency Act of April 27, 1904 (31 U. S. C. 583, par. 2), an estimate of appropriation for payment of judgments rendered against the Government by United States district courts amounting to $47,617.24, together with an indefinite appropriation to pay interest.

The necessity for the appropriation asked is explained in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon Í concur.
