Sir: I have the honor to transmit herewith for the consideration of the Congress a supplemental estimate of appropriation for the fiscal year 1944 in the amount of $49,700 for the Department of Justice.

The details of this estimate, the necessity therefor, and the reasons for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur. Respectfully,

The White House. Sir: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Department of Justice for the fiscal year 1944 in the amount of $49,700, as follows:

FEDERAL PRISON SYSTEM

For an additional amount for Medical and Hospital Service, fiscal year

1944, including the objects s/ ecified under this head in the Department of Justice Appropriatioh Act, 1944..

$49, 700 The annual appropriation act for the Department of Justice for the fiscal year 1944 provided $1,000,000 for medical care of inmates of Federal penal and correctional institutions. The additional requirement of $49,700 consists of $43,600 to meet increased costs of services rendered by the Public Health Service, and $6,100 for additional supplies necessary during the current year.

The foregoing estimate of appropriation is required to meet contingencies which have arisen since the transmission of the Budget for 1944, and I recommend that it be transmitted to the Congress. Very respectfully,

ARCHITECT OF THE CAPITOL

LIBRARY BUILDINGS AND GROUNDS

Mechanical and Structural Maintenance: On page 13 of the Budget,

column 1, under the head "General repairs, and so forth”, increase the estimate for the item from “$30,000” to “$32,500" (increase) -------- $2,500

The letter of the Architect of the Capitol, dated February 8, 1944, submitting this estimate, is transmitted herewith.

This being an estimate for the legislative establishment, I make no observations regarding its necessity. Very respectfully,
