SIR: I have the honor to transmit herewith for the consideration of the Congress supplemental estimates of appropriations for the fiscal year 1944, amounting in all to $139,719,249, and representing that portion of the cost of overtime and additional compensation granted to certain employees of the Federal Government by the act of May 7, 1943 (Public Law 49), and to certain employees in the District of Columbia by the act of April 1, 1943 (Public Law 22), and the act of , May 7, 1943, which it is estimated the various agencies will not be able to absorb within available funds. This sum also includes estimates submitted by the legislative establishment and the judiciary for the same purpose. The details of these estimates, the necessity therefor, and the reasons for their transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur. Sır: I have the honor to submit herewith for your consideration supplemental estimates of appropriations for the fiscal year 1944, amounting in all to $139,719,249, and representing that portion of the cost of overtime and additional compensation granted to certain employees of the Federal Government by the act of May 7, 1943 (Public Law 49), and to certain employees in the District of Columbia by the act of April 1, 1943 (Public Law 22), and the act of May 7, 1943, which it is estimated the various agencies will not be able to absorb within available funds. This sum also includes estimates submitted by the legislative establishment and the Judiciary for the same purpose. These supplemental estimates refer only to the cost of overtime and additional compensation paid and to be paid employees whose salaries are provided for in appropriations already made. Supplemental estimates for additional personal services for the fiscal year 1944 will be the subject of separate communications and will include the cost of overtime and additional compensation as well as the base pay of the employees provided for therein. The estimates submitted herewith, however, do not include amounts required by the Post Office Department to cover the cost of overtime and additional compensation under the act of March 27, 1942 (Public Law 509), the act of April 9, 1943 (Public Law 25), the act of May 7, 1943 (Public Law 49), and the act of December 17, 1943 (Public Law 205). In this case it is deemed advisable to present such requests in a separate submission which will also include the numerous supplemental estimates necessitated by the unexpected increase in the volume of mail being handled by the Post Office Department. This increase in work load has forced the Department to operate on a deficiency basis; it has had to increase employment beyond that contemplated by its appropriations and to work its employees in excess of 48 hours per week. Because of this situation it is impractical to attempt to determine what portion of the total cost of overtime and additional compensation should be charged to appropriations already made. The following statement shows by departments and agencies for the fiscal year 1944 (1) the total estimated cost of overtime and additional compensation, (2) that portion of the cost which will be absorbed within existing appropriations, and (3) the remaining cost for which supplemental estimates under the proper appropriation titles are submitted. For general information the statement includes amounts for the Post Office Department. The estimates submitted by the various departments and agencies of the executive branch of the Government have been carefully reviewed in the light of the lengthened workweek, the rate of obligation, work load, and ability to recruit and retain personnel. The supplemental estimates of appropriations required for the fiscal year 1944, listed by departments and agencies and titles of appropriations, are attached hereto. The amounts recommended in this submission, covering all departments and agencies except the Post Office Department, reflect the absorption of approximately 79 percent of the total cost of overtime and additional compensation. In the separate submission of estimates for the Post Office Department it will be noted that despite the increase in postal business that department will absorb about 26 percent of this additional cost. Attention is invited to the general provision included in the estimate which provides for the waiving of certain restrictions to the extent necessary to meet the increases in compensation authorized by the above-mentioned acts. This provision is essential because in many instances the appropriations and other funds available for expenditure for compensation of civilian personnel contain language limiting the amount which may be expended for personal services and for other purposes. These estimates of appropriations are required in connection with legislation enacted since the transmission to the Congress of the Budget for the fiscal year 1944, and I recommend their approval.
