SIR: I have the honor to submit for your consideration a supplemental estimate of appropriation in the amount of $14,000 for the National Capital Housing Authority for the fiscal year 1944, to remain available until June 30, 1945, as follows:

NATIONAL CAPITAL HOUSING AUTHORITY

For an additional amount for the maintenance and operation of properties under title I of the District of Columbia Alley Dwelling Authority Act, fiscal year 1944, $14,000, to remain available until June 30, 1945.

The National Capital Housing Authority (formerly the Alley Dwelling Authority), an agency of the Federal Government, is the public housing agency for the National Capital. Under title I of the District of Columbia Alley Dwelling Act of 1934, the Authority had as its purpose the reclamation of squares containing inhabited alleys. In the years 1936 to 1938, 6 title I projects comprising 112 dwelling units, located in different sections of Washington, D. C., were constructed or remodeled at a total over-all development cost of $554,594.

From 1935 to 1942 the Bureau of the Budget each year submitted to Congress language accompanying the budget estimates of the Authority which permitted it to use during each succeeding fiscal year unexpended balances and receipts in the conversion of inhabited-alleys fund for the maintenance and operation of properties developed by the Authority under title I. In the Independent Offices Appropriation Act for 1943, Congress eliminated this language, imposed a limitation of $12,000 for the maintenance and operation of the properties, and provided that all receipts were to be covered into the Treasury. fiscal 1943 such receipts amounted to $51,209.

The foregoing supplemental estimate of appropriation is made necessary by reason of contingencies which have arisen since the transmission of the Budget for the fiscal year 1944. I recommend that it be transmitted to Congress.

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation in the amount of $105,038, for the fiscal year ending June 30, 1944, for the War Department for maintenance and operation of the United States Soldiers' Home.

The details of this supplemental estimate of appropriation, the necessity therefor, and the reasons for its submission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations I concur. Respectfully,

SIR: I have the honor to submit for your consideration a supplemental estimate of appropriation in the amount of $105,038 for the fiscal year ending June 30, 1944, for the War Department from the Soldiers' Home Permanent Fund as follows:

CIVIL FUNCTIONS

United States Soldiers' Home: For an additional amount for -maintenance and operation of the United States Soldiers' Home, fiscal year 1944, to be paid from the Soldiers' Home Permanent Fund.......... $105, 038 The Urgent Deficiency Appropriation Act, 1943, approved July 12, 1943, provided that no part of the Soldiers' Home Permanent Fund shall be used for the payment of salaries, including overtime in excess of amounts fixed by the Board of Commissioners for the Soldiers' Home. The Board of Commissioners of the Home has adopted a resolution to provide overtime compensation for employees of the Home on the same basis as though the War Overtime Pay Act of 1943 were applicable to such employees. This supplemental estimate of appropriation is to provide funds to meet the increased cost of personnel for the current fiscal year resulting from the effectuation of the resolution. This supplemental estimate of appropriation is made necessary by a contingency which has arisen since the transmission of the Budget for the fiscal year 1944. I recommend that it be transmitted to Congress. Very respectfully,

SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the fiscal year 1944, in the amount of $985,000, for the Department of Justice, as follows:

IMMIGRATION AND NATURALIZATION SERVICE

For an additional amount for Salaries and expenses, Immigration and Naturalization Service, fiscal year 1944, including the objects specified under this head in the Department of Justice Appropriation Act, 1944, $985,000, which amount, together with the appropriation to which added, shall be available for the advance of cash to aliens for meals and lodging while en route from place of detention to place of bona fide residence or to such other place as may be authorized by the Attorney General_----

This estimate is to provide additional funds required by the Department for expansion which has taken place in connection with the alienenemy-detention program carried on by the Immigration and Naturalization Service of the Department. Funds are included to permit payment of overtime compensation to the additional employees for whose salaries provision is made in the estimate. The proposed additions to the text of the appropriation are to expand the availability of the present appropriation to agree with the proposed revisions contained in the Budget for the fiscal year 1945.

The foregoing estimate of appropriation is to meet contingencies which have arisen since the preparation of the Budget for the fiscal year 1944, and I recommend its transmission to the Congress.
