SIR: I have the honor to transmit herewith for the consideration of Congress draft of a proposed provision pertaining to an existing appropriation for the Petroleum Administration for War, the details of which, the necessity therefor, and the reason for its transmission at this time being set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration draft of a proposed provision pertaining to an existing appropriation for the Petroleum Administration for War, as follows:

PETROLEUM ADMINISTRATION FOR WAR

The limitations in the appropriation for salaries and expenses, Petroleum Administration for War, contained in the National War Agencies Appropriation Act, 1944, upon the amounts that may be expended for travel expenses and for printing and binding are hereby increased from $320,000 to $360,000 and from $15,000 to $25,000, respectively.

A demand for increased supplies of petroleum products, especially 100-octane gasoline, for war purposes has necessitated the construction of additional refineries and the conversion of existing plants. This expansion of production facilities has created many problems which have required the Petroleum Administration for War to incur obligations for travel and for printing at a greater rate than was anticipated at the time the 1944 estimate for this agency was submitted to Congress.

The foregoing draft of a proposed provision pertaining to an existing appropriation is required to meet contingencies which have arisen since the appropriation became available for expenditure and its approval is recommended.

BY THE HEAD OF EACH DEPARTMENT

Except when a different time is expressly prescribed by law, the various annual reports required to be submitted to Congress by the heads of departments shall be made at the commencement of each regular session and shall embrace the transactions of the preceding year.

NOTE.-The appropriations made for printing and binding shall not be used for any annual report or the accompanying documents unless the manuscript and proof therefor is furnished to the Public Printer in the following manner: Manuscript of the documents accompanying such annual reports on or before the 1st day of November of each year; manuscript of the annual reports on or before the 15th day of November of each year; complete revised proofs of the accompanying documents on the 1st day of December of each year and of the annual reports on the 10th day of December of each year; and all of said annual reports and accompanying documents shall be printed, made public, and available for distribution not later than within the first 5 days after the assembling of each regular session of Congress. The provisions of this section shall not apply to the annual reports of the Smithsonian Institution, the Commissioner of Patents, the Comptroller of the Currency, or the Secretary of the Treasury.

Estimates for lump-sum appropriations contained in the
Budget or transmitted under sec. 203 shall be accompanied
by statements showing in such detail and form as may be
necessary to inform Congress the manner of expenditure of
such appropriations and of the corresponding appropria
tions for the fiscal year in progress and the last completed
fiscal year. Such statements shall be in lieu of statements.
of like character now required by law.
Civilian officers and employees of the departments and
establishments, while traveling on official business and
away from their designated posts of duty, shall be allowed,
in lieu of their actual expenses for subsistence and all fees
or tips to porters and stewards, a per diem allowance to be
prescribed by the heads of the departments and establish-
inents concerned at a rate not to exceed $6 within the
limits of the continental United States, and not to exceed
an average of $7 beyond the limits of the continental United
States.

The fixing and payment under sec. 823 of this title of per diem
allowance, or portions thereof, shall be in accordance with
regulations which shall be promulgated by the heads of
departments and establishments and which shall be
standardized as far as practicable and shall not be effective
until approved by the President of the United States.
In the estimates for the fiscal year 1916 and subsequent fiscal
years there shall be submitted in detail estimates for such
necessary appropriations as are intended to be used for
purchase, maintenance, repair, or operation of all motor-
propelled or horse-drawn passenger-carrying vehicles, speci-
fying the sums required, the public purpose for which said
vehicles are intended, and the officials and employees by
whom the same are to be used.

Every executive department and independent establishment 5 U. S. C. 105a..
of the Government shall, upon request of the Committee
on Expenditures in the Executive Departments of the
House of Representatives, or of any 7 members thereof, or
upon request of the Committee on Expenditures in the
Executive Departments of the Senate, or any 5 members
thereof, furnish any information requested of it relating to
any matter within the jurisdiction of said committee.
Transfers of jurisdictions over public properties within the
District of Columbia between Federal and District au-
thorities.

The heads of departments and agencies in the executive
branch, whose employees are affected by the provisions
of Public Law 49, 78th Cong., shall present to the Director
of the Bureau of the Budget and to the Congress such
information as the Director shall from time to time, but
not less frequently than the first day of each quarter, re-
quire for the purpose of determining the number of employ-
ees required for the proper and efficient exercise of the
functions of their respective departments and agencies.

BY THE BUREAU OF THE BUDGET

The heads of departments and agencies in the executive branch, whose employees are affected by the provisions of Public Law 49, 78th Cong., shall present to the Director of the Bureau of the Budget and to the Congress such information as the Director shall from time to time, but not less frequently than the first day of each quarter, require for the purpose of determining the number of employees required for the proper and efficient exercise of the functions of their respective departments and agencies. The Director shall, from time to time, but not less frequently than the thirtieth day after the beginning of each quarter, determine the number of employees so required, and any personnel of any such department or agency in excess thereof shall be released at such times as the Director shall order. Such determination shall be reported to the Congress each quarter.

BY THE SECRETARY OF STATE

The Secretary of State shall annually lay before Congress:
A statement, in a compendious form, of all such changes
and modifications in the commercial systems of other
nations, whether by treaties, duties on imports and
exports, or other regulations, as shall have been com-
municated to the Department, including all commer-
cial information contained in the official publications
of other governments which he shall deem sufficiently
important.

A synopsis of so much of the information which may
have been communicated to him by diplomatic and
consular officers during the preceding year as he may
deem valuable for public information, specifying the
names of any consuls or commercial agents who may
have been remiss in transmitting commercial in-
formation.

A statement of such fees as may have been collected,
accounted for, and reported by the various diplomatic
and consular officers during the preceding year.
A statement of the lists of passengers arriving in the
United States from foreign places, returned to him
quarter-yearly by the collectors of customs.
