b. Office of Radiation Programs. The Office of Radiation Programs, headed by a Deputy Assistant Administrator for Radiation Programs, shall be responsible for the conduct of Agency radiation programs as described heretofore. The organization and staff of the formerly constituted Radiation Office, less those components transferred to the Assistant Administrator for Enforcement and General Counsel and the Assistant Administrator for Research and Monitoring, are hereby transferred to the Office of Radiation Programs. Other appropriate activities will be transferred from the Office of Radiation Programs at a subsequent date upon determination of the Assistant Administrator for Planning and Management as hereinafter provided. The organization of functions and staff within the Office of Radiation Programs will be established in a subsequent Order.

c. Office of Solid Waste Management Programs. The Office of Solid Waste Management Programs, headed by a Deputy Assistant Administrator for Solid Waste Management Programs, shall be responsible for the conduct of Agency solid waste management programs as described heretofore. The organization and staff of the formerly constituted Solid Waste Management Office, less those components transferred to the Assistant Administrator for Enforcement and General Counsel and the Assistant Administrator for Research and Monitoring, are hereby transferred to the Office of Solid Waste Management Programs. Other appropriate activities will be transferred from the Office of Solid Waste Management Programs at a subsequent date upon determination of the Assistant Administrator for Planning and Management as hereinafter provided. The organization of functions and staff within the Office of Solid Waste Management Programs will be established in a subsequent Order.

10. ASSISTANT ADMINISTRATOR FOR RESEARCH AND MONITORING. The Assistant Administrator for Research and Monitoring shall serve as the principal science adviser to the Administrator. He shall be responsible for the development, direction, and conduct of a national research program in pollution sources and effects and pollution control technology. The Assistant Administrator for Research and Monitoring shall provide direct supervision to the activities of Agency laboratories engaged in national or basic research. He shall provide technical policy direction to those Agency laboratories identified as being engaged in operations in support of the responsibilities of the Agency Regional Administrators. The Assistant Administrator for Research and Monitoring shall have the planning responsibility for Agency environmental quality monitoring programs and for selected demonstration programs. He shall distribute the functions and responsibilities of his Office for performance by three Deputy Assistant Administrators on an interim basis until such time as the organization of

functions and staff within the Office of the Assistant Administrator for Research and Monitoring is established in a subsequent Order. The organization and staff of the following formerly constituted activities are hereby transferred to the Office of the Assistant Administrator for Research and Monitoring:

a. Assistant Commissioner for Research and Development (including all organizational components thereof), Water Quality Office;

b. the Perrine Primate Laboratory and the Gulf Breeze Laboratory, Pesticides Office;

c. the Research Division and the Eastern and Western Environmental Radiation Laboratories, Radiation Office;

d. those organizational components of the Air Pollution Control Office identified as the Office of Science and Technology and the Bureau of Air Pollution Sciences; and

e. that organizational component of the Solid Waste Management Office identified as the Division of Research and Development.

Other appropriate research activities of the Agency will be transferred to the Office of the Assistant Administrator for Research and Monitoring at a subsequent date upon determination of the Assistant Administrator for Planning and Management as hereinafter provided.

11. REGIONAL OFFICES. There shall be ten regional offices of the Agency, which shall have regional boundaries and headquarters locations prescribed by the Administrator. The Agency's Regional Offices shall each be headed by a Regional Administrator who shall be responsible to the Administrator within the boundaries of his region for the execution of the regional programs of the Agency. Such programs shall include, upon implementation of the Agency regional structure, activities to be defined in the following areas: (a) financial assistance to regional, State, and local planning agencies, (b) construction grants, (c) regional support laboratory operations, (d) monitoring, (e) pollution source inventories and surveillance, (f) control agency grants, and (g) technical support operations. Pending the establishment of the Agency regional structure, the lines of supervision and functions within the Agency field establishment shall conform to the organization for the Agency provided in this Order. The Interim Regional Coordinators shall continue to serve in the capacity heretofore provided.

12.

FUTURE TRANSFERS. The Assistant Administrator for Planning and Management shall determine in subsequent Orders such further transfers of organizational components and personnel as may be required to implement fully this Order.

13.

SAVING PROVISIONS. Except to the extent that they are inconsistent with this Order, all outstanding rules, regulations, orders, delegations, or other forms of administrative action issued, made, or otherwise taken under authorities previously granted shall remain in full force and effect until amended, modified, or terminated by proper authority.

14. ORDERS SUPERSEDED OR MODIFIED.

a. The following Order is superseded: EPA Order 1110.2 of December 4, 1970.

b.

The following Orders are modified to conform to this Order:

(1) EPA Order 1110.1 of December 2, 1970.
(2) EPA Order 1110.6 of December 15, 1970.
(3) EPA Order 1110.7 of January 8, 1971.
(4) EPA Order 1110.15 of March 12, 1971.
(5) EPA Order 1150.4 of April 13, 1971.
(6) EPA Order 3140.1 of January 29, 1971.

Subject: Interim Supervisory Relationships for Office of Research and Monitoring.

Under EPA Order 1110.18, April 30, 1971, the following organizational components were transferred to my Office:

a. Assistant Commissioner for Research and Development (including all organizational components thereof), Water Quality Office;

b. The Perrine Primate Laboratory and the Gulf Breeze Laboratory, Pesticide Office;

c. The Research Division and the Eastern and Western Environmental Radiation Laboratories, Radiation Office;

d. Those organizational components of the Air Pollution Control Office identified as the Office of Science and Technology and the Bureau of Air Pollution Sciences; and

e. That organizational component of the Solid Waste Management Office identified as the Division of Research and Development.

In order to provide for continuity of action, interim supervisory relationships are hereby established together with interim operating procedures to allow the newly-acquired OR&M elements to function effectively and efficiently until a fullyintegrated, environment-wide research and monitoring "modus operandi" is established and submitted to the Administrator for approval and subsequent publication as an EPA Order.

Effective immediately, I am appointing the following individuals to serve, for chain-of-command purposes, as the single points of contact with my Office for each of 6 areas as follows:

Acting Chief, Air Pollution Research-Dr. Delbert S. Barth.

Acting Chief, Air Pollution Science & Technology Office-Dr. John H. Ludwig. Acting Chief, Pesticides Research-Dr. John Buckley.

Acting Chief, Radiation Research-Dr. William A. Mills.

Acting Chief, Solid Wastes Research-Dr. Andrew W. Breidenbach.

Acting Chief, Water Quality Research—Mr. Allen Cywin.

In accord with the definitions footnoted below*, the various elements transferred to the Assistant Administrator for Research and Monitoring on April 30, 1971, by EPA Order 1110.8, shall report as follows until directed otherwise by the Assistant Administrator for Research and Monitoring:

Elements formerly of the Air Pollution Control Office:

The Bureau of Air Pollution Sciences shall report for all purposes to the Acting Chief, Air Pollution Research.

The Office of Science and Technology shall report for all purposes to the Acting Chief, Air Pollution Science and Technology Office.

Elements formerly of the Pesticides Office:

The Director, Gulf Breeze Laboratory, shall report for all purposes to the Acting Chief, Pesticides Research.

The Director, Perrine Primate Laboratory, shall report for all purposes to the Acting Chief, Pesticides Research.

Elements formerly of the Radiation Office:

The Research Division shall report for all purposes to the Acting Chief, Radiation Research.

Definitions:

"technical program direction" shall include but not be limited to, assignment of program objectives, priorities, and target dates; allocation of resources, concurrence on senior level (GS-14 and above) personnel actions; program review and evaluation; and other such functions as shall be necessary to provide research policy, research resources, and technical direction.

"operating direction" shall include but not be limited to day-to-day supervision, guidance on Regional and local policy matters, initiation of personnel actions, and other supervision as shall be necessary and which does not constitute "technical program direction."

"all purposes" shall mean both technical program direction and operating direction.

The Director, Eastern Environmental Radiation Laboratory, shall report for all purposes to the Acting Chief, Radiation Research.

The Western Environmental Radiation Laboratory is hereby redesignated the Western Environmental Research Laboratory in order to reflect its broadening mission. The Director, Western Environmental Research Laboratory shall, during this interim period, report for all purposes to the Acting Chief, Radiation Research.

Elements formerly of the Solid Waste Management Office:

The Division of Research and Development shall report for all purposes to the Acting Chief, Solid Wastes Research.

Elements formerly of the Water Quality Office:

All personnel of the Office of the Assistant Commissioner for Research and Development shall report for all purposes to the Acting Chief, Water Quality Research.

The Chief, Planning and Resources Office, shall report for all purposes to the Acting Chief, Water Quality Research.

All Regional Research and Development Representatives shall report for technical program direction to the Acting Chief, Water Quality Research, and for operating direction to the Regional Directors of the respective Regional Water Quality Offices.

The Director, Robert A. Taft Water Research Center, shall report for technical program direction to the Acting Chief, Water Quality Research, and for operating direction to the Regional Director, Ohio Basin Region.

The Director, Division of Applied Science and Technology, shall report for all purposes to the Acting Chief, Water Quality Research.

The Chief, Research and Development Branch, Hudson-Delaware Basins Office shall report for technical program direction to the Director, Division of Applied Science and Technology and for operating direction to the Director, HudsonDelaware Basins Office.

The Chief, Waste Treatment Research Program, Pacific Northwest Water Laboratory, shall report for technical program direction to the Director, Division of Applied Science and Technology, and for operating direction to the Director, Pacific Northwest Water Laboratory.

The Chief, Mine Drainage Pollution Control Research Activities, Robert A. Taft Water Research Center, shall report for technical program direction to the Director, Division of Applied Science and Technology, and for operating direction to the Director, Robert A. Taft Water Research Center.

The Chief, Norton Field Site, shall report for all purposes to the Chief, Mine Drainage Pollution Control Research Activities.

The Chief, Treatment and Control Research Program, Robert S. Kerr Water Research Center, shall report for technical program direction to the Director, Division of Applied Science and Technology, and for operating direction to the Director, Robert S. Kerr Water Research Center.

The Chief, Firebaugh Field Site, shall report for all purposes to the Chief, Treatment and Control Research Program, Robert S. Kerr Water Research Center.

The Chief, Industrial and Agricultural Pollution Control Research Program, Southeast Water Laboratory, shall report for technical program direction to the Director, Division of Applied Science and Technology, and for operating direction to the Director, Southeast Water Laboratory.

The Director, Division of Process Research and Development, shall report for all purposes to the Acting Chief, Walter Quality Research.

The Chief, Alaska Village Demonstration Project, Alaska Water Laboratory, shall report for technical program direction to the Director, Division of Process Research and Development, and for operating direction to the Director, Alaska Water Laboratory.

The Chief, Cold Climate Research Program, Alaska Water Laboratory, shall report for technical program direction to the Director, Division of Process Research and Development, and for operating direction to the Director, Alaska Water Laboratory.

The Director, Advanced Waste Treatment Research Laboratory, Robert A. Taft Water Research Center, shall report for technical program direction to the Director, Division of Process Research and Development, and for operating direction to the Director, Robert A. Taft Water Research Center.
