1. PURPOSE. This Order sets forth the overall organizational structure of the Environmental Protection Agency, and supersedes the initial organization of the Agency provided in EPA Order 1110.2 of December 4, 1970. The official organization chart of the Agency is incorporated herein as Figure 1.

2. ADMINISTRATOR. The Administrator is responsible to the President for the supervision and direction of the programs and activities of the Agency.

3.

DEPUTY ADMINISTRATOR. The Deputy Administrator shall assist the Administrator in the discharge of his duties and responsibilities and shall serve as Acting Administrator in the absence of the Administrator.

a. Assistants and Special Assistants to the Administrator. shall be certain Assistants and Special Assistants to the Administrator, the number to be determined by the Administrator, who shall be considered members of the Administrator's personal staff to accomplish such assignments and tasks as the Administrator may deem appropriate.

b. Special Assistant for Executive Communications. The Special Assistant for Executive Communications shall be responsible for establishing and maintaining systems for handling, expediting, and controlling executive communications and for assuring effective and proper coordination of the flow of communications, correspondence, and information within the Agency with respect to executive actions.

5. STAFF OFFICES.

a.

Director, Office of Congressional Affairs. The functions and responsibilities of the Office of Congressional Affairs are set forth in EPA Order 1110.12 of January 20, 1971. The organization of functions and staff within the Office of Congressional Affairs will be established in a subsequent Order.

b. Director, Office of Equal Opportunity. The functions and responsibilities of the Office of Equal Opportunity are set forth in EPA Order 1110.14 of January 20, 1971. The organization of functions and staff within the Office of Equal Opportunity will be established in a subsequent Order.

c. Associate Administrator for International Affairs. The functions and responsibilities of the Office of International Affairs are set forth in EPA Order 1110.13 of January 20, 1971. The organization of functions and staff within the Office of International Affairs will be established in a subsequent Order.

d. Director, Office of Public Affairs. The functions and respon

sibilities of the Office of Public Affairs are set forth in EPA Order 1110.10 of January 20, 1971. The organization of functions and staff within the Office of Public Affairs will be established in a subsequent Order.

ASSISTANT ADMINISTRATOR FOR PLANNING AND MANAGEMENT. The organization and functions of the Office of the Assistant Administrator for Planning and Management are set forth in EPA Order 1110.16 of March 12, 1971, as amended.

7. ASSISTANT ADMINISTRATOR FOR ENFORCEMENT AND GENERAL COUNSEL. The Assistant Administrator for Enforcement and General Counsel shall serve as principal adviser to the Administrator in matters pertaining to the enforcement of standards for environmental quality and shall be responsible for the conduct of enforcement activities on an Agencywide basis. Responsibility for the conduct of enforcement activities is hereby transferred from operating entities and officials to the Assistant Administrator for Enforcement and General Counsel. The Assistant Administrator for Enforcement and General Counsel shall be the principal legal adviser to the Administrator and shall serve as chief law officer of the Agency. He shall supervise and direct the activities of the Office of Enforcement and the Office of General Counsel, including the offices of regional counsel.

Office of Enforcement. The Office of Enforcement, headed by a Deputy Assistant Administrator for Enforcement, shall be responsible for the conduct of Agency activities for enforcement of standards for environmental quality, including the (1) gathering and preparation of evidential data and (2) conduct of enforcement proceedings. The organization and staff of the formerly constituted Assistant Commissioner for Enforcement and Standards Compliance, Water Quality Office, less the Division of Water Quality Standards and the Division of Interstate Compacts and Uniform State Laws are hereby transferred to the Office of Enforcement. Other identifiable enforcement activities throughout the Agency will be transferred to the Office of Enforcement at a subsequent date upon determination of the Assistant Administrator for Planning and Management as hereinafter provided. The organization of functions and staff within the Office of Enforcement will be established in a subsequent Order.

b. Office of General Counsel. The functions and responsibilities of the Office of General Counsel, headed by the Deputy General Counsel, are set forth in EPA Order 1110.11 of January 20, 1971. The organization of functions and staff within the Office of General Counsel will be established in a subsequent Order.

ASSISTANT ADMINISTRATOR FOR MEDIA PROGRAMS.

The Assistant Administrator for Media Programs shall be responsible for the air and water programs of the Agency, including (a) program policy development and evaluation, (b) air and water quality standards development, (c) technical direction, support, and evaluation of regional air and water activities (d) development of programs for technical assistance and technology transfer, and (e) selected demonstration programs. Responsibility for the conduct of air and water programs, as provided herein, is hereby transferred from operating entities and officials to the Assistant Administrator for Media Programs. The Assistant Administrator for Media Programs will provide policy direction and technical guidance to the Agency Regional Administrators for the regional activities of his Office.

a. Office of Air Programs. The Office of Air Prograns, headed by a Deputy Assistant Administrator for Air Programs, shall be responsible for the conduct of Agency air quality programs as described heretofore. The organization and staff of the formerly constituted Air Poilution Control Office, less those components transferred to the Assistant Administrator for Enforcement and General Counsel and the Assistant Administrator for Research and Monitoring, are hereby transferred to the Office of Air Programs. Other appropriate activities will be transferred from the Office of Air Programs at a subsequent date upon determination of the Assistant PAR 7 -4

b. Office of Water Programs. The Office of Water Programs, headed by a Deputy Assistant Administrator for Water Programs, shall be responsible for the conduct of Agency water quality programs as described heretofore. The organization and staff of the formerly constituted Water Quality Office, less those components transferred to the Assistant Administrator for Enforcement and General Counsel and the Assistant Administrator for Research and Monitoring, are hereby transferred to the Office of Water Programs. Other appropriate activities will be transferred from the Office of Water Programs at a subsequent date upon determination of the Assistant Administrator for Planning and Management as hereinafter provided. The organization of functions and staff within the Office of Water Programs will be established in a subsequent Order.

ASSISTANT ADMINISTRATOR FOR CATEGORICAL PROGRAMS.

The Assistant Administrator for Categorical Programs shall be responsible for the pesticides programs, radiation programs, and solid waste management programs of the Agency including (a) environmental and pollution source standards development, (b) pesticides registration, (c) selected demonstration programs, and (d) selected technical assessment and assistance programs. The Assistant Administrator for Categorical Programs shall provide policy direction and technical guidance to the Agency Regional Administrators for the regional activities of the Office of the Assistant Administrator for Categorical Programs.

a. Office of Pesticides Programs. The Office of Pesticides Programs, headed by a Deputy Assistant Administrator for Pesticides Programs, shall be responsible for the conduct of Agency pesticides activities as described heretofore. The organization and staff of the formerly constituted Pesticides Office, less those components transferred to the Assistant Administrator for Enforcement and General Counsel and the Assistant Administrator for Research and Monitoring, are hereby transferred to the Office of Pesticides Programs. Other appropriate activities will be transferred from the Office of Pesticides Programs at a subsequent date upon determination of the Assistant Administrator for Planning and Management as hereinafter provided. The organization of functions and staff within the Office of Pesticides Programs is set forth in EPA Order 1110.15 of March 12, 1971, and shall continue in effect, less the provisions for a Commissioner and Associate Commissioner, and except as otherwise provided herein, until uch time as subsequent Orders may alter such organization.
