The following letter was sent to Director Osborn and Acting Director Zinner of the Bureau of Mines:

DEAR DR. ZINNER: The National Air Pollution Control Administration would like to enter into an agreement with the Bureau of Mines to support the continuation of research projects during FY 1971 that will be performed under the authority of the Air Quality Act, as amended. Information concerning these projects was provided in your September 24, 1970 letter to me.

Various meetings and discussions have been held between representatives of NAPCA and the Bureau concerning these projects. The latest meeting being held between representatives of our respective agencies at the Bartlesville Petroleum Research Center on October 7, 1970 concerning the automotive emissions work. As a result, the following projects will be supported in FY 1971 at the funding levels indicated below:

Continuation of the project concerniing the "Availability of Low-Sulfur Coals" was outlined in a separate letter to the Bureau of Mines dated August 21, 1970.

Funds in the total amount of $1,516,000 for the projects listed above, will be made available during FY 1971. Continuation of these projects into FY 1972 will be contingent upon the availability of funds and the mutual consent of our respective agencies at that time.

Request for advance payment not to exceed $400,000 per quarter should be made by submitting a Standard Form 1081 (set of eight) to the Fiscal Office, Office of Administration, National Air Pollution Control Administration, 411 West Chapel Hill Street, Durham, N.C. 27701; Attention: Examination Unit. The request for payment should identify the amount applicable to each project supported by the Bureau of Mines project number and the NAPCA Controlled Account Number (CAN), along with obligation number 690209.

Technical progress reports should he submitted quarterly. The last quarterly report should represent an annual project summary reflecting the accomplishments of the project in relation to the scope and objectives outlined in the Bureau of Mines letter transmitting the project plans for FY 1971.

Mr. Willis E. Brothers, Executive Officer, Bureau of Enginnering and Physical Sciences, may be contacted on FTS-919-755-4081 on behalf of NAPCA concerning administrative matters relating to this agreement. Technical progress reports should be submitted to his office at 1330 St. Mary's Street, Raleigh, N.C. 27605.

If the above arrangements are satisfactory, I would appreciate your returning two of the four copies of this letter with your signature indicating approval.
