Appendix VIII: Programs Requiring an Environmental Impact Statement Specific programs listed in the Catalog of Federal Domestic Assistance have been determined to have a significant effect on the environment and require an environmental assessment or an Environmental Impact Statement (EIS) under Section 102(2)(C) of the National Environmental Policy Act of 1969 (Public Law 90-190; 42 U.S.C. 4332(2)(C)), and Executive Order 11514 (34 FR 4247) of March 4, 1970. (Significant effects include actions that may have both beneficial and detrimental effects.) In the early stages of project application, and in all cases prior to agency decisions concerning major action, the applicant should be advised by the Federal agency from which assistance is being sought that he will be required to submit environmental impact information (to be submitted under agency guidelines) in connection with the proposed project for an environmental assessment (to be made by the Federal agency), or an Environmental Impact Statement (to be supplied by the Federal agency) concerning the proposed project. Although the list below is not inclusive, it contains programs normally requiring either an environmental assessment or an Environmental Impact Statement.
