(Water Pollution Control Graduate Training) FEDERAL AGENCY: OFFICE OF WATER AND HAZARDOUS MATERIALS, ENVIRONMENTAL PROTECTION AGENCY AUTHORIZATION: Section 104(g)(3)(A) of the Water Pollution Control Act as amended, Public Law 92-500; 33 U.S.C. 1254. OBJECTIVES: To improve training and education for professional

and scientific water environmental programs and to increase the number of adequately trained water pollution control and abatement personnel.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: In addition to the EPA general grant conditions (Appendix A to Subchapter B of 40 CFR), cach training grant shall be subject to the following conditions: (a) Recipients of assistance under training grants shall be entitled to the normal student holidays observed by an academic institution, or the holiday and vacation schedule applicable to all trainees at a nonacademic institution. (b) Recipients of assistance under training grants must be citizens of the U.S., its territories, or possessions, or lawfully admitted to the US for permanent residence. (c) Generally training grants will provide for student support for tuition and fees only. However, stipends are permitted when, in the judgment of the grantee, they are needed to attract qualified students. No stipend may be less than $1,000 or more than $3,000.

ELIGIBILITY REQUIREMENTS:

I understand that if I fail to perform this obligation I may be required to repay the amount of my scholarship. The grantee agrees to take such action as may reasonably be required to enforce the foregoing agreement. Any sums received by the grantee shall be credited or paid to the United States in accordance with 40 CFR 30.603.

FELLOWSHIPS

OBJECTIVES: To augment the capability of State and local water pollution control agencies through support for up-grading their personnel in professional training at qualified institutions. USES AND USE RESTRICTIONS: Recipients of assistance under this part shall be entitled to tuition and fees, an allowance for books and supplies up to a maximum of $250, and the normal student holidays observed by an academic institution. In addition, fulltime fellows who are employees of regional, State or local environmental pollution control or regulatory agencies may receive a stipend allowance in an amount not to exceed a total of $6,500 from EPA. Part-time fellows may receive a small stipend when justified by extraordinary needs related to the purpose of the fellowships.

ELIGIBILITY REQUIREMENTS:

APPLICANT ELIGIBILITY: All applicants for fellowships under this part must be (a) citizens of the United States, its territories, or possessions, or lawfully admitted to the U.S. for permanent residence, and (b) accepted by an accredited education institution for full or part-time enrollment for academic credit in an education program which directly relates to water pollution abatement and control. Applicants for agency fellowships must be present or prospective employees of a regional, State, or local environmental pollution control or regulatory agency. Present employees must be recommended for a fellowship by their employing agency. Prospective employees must have a written commitment from such an agency for tentative employment upon completion of the fellowship.

Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: Applicant must submit evidence of past academic achievements (official transcripts of grades and degrees awarded), scores from graduate record exams, and pertinent experience, as well as evidence of having made necessary prior acceptance arrangements at the institution of his choice and with a sponsor who will guide his studies. 66.431 WATER POLLUTION CONTROL LOANS FEDERAL AGENCY: OFFICE OF WATER AND HAZARDOUS MATERIALS, ENVIRONMENTAL PROTECTION AGENCY AND SMALL BUSINESS ADMINISTRATION AUTHORIZATION: Federal Water Pollution Control Act Amendments of 1972, Section 8, Public Law 92-500; which amends Section 7 of the Small Business Act, 15 U.S.C. 636. OBJECTIVES: Assist small businesses which would otherwise suffer economic injury in adding to or altering their equipment, facilities, or methods of operation to meet the water pollution control requirements established under the FWPCA.

TYPES OF ASSISTANCE: Direct Loans.

USES AND USE RESTRICTIONS: Funds are provided to qualified small businesses for use in purchasing and establishing such additions, alterations, or changes in method of operation as are "necessary and adequate" to comply with pollution control

requirements established under the Act.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Small business concerns may be eligible if the loan requirement results from engaging in one or more of the following: 1) The business has a discharge requiring permission under Section 402 of the Act; 2) The business discharges into a publicly-owned treatment works which requires pretreatment by the business; 3) The business plans to discharge into a municipal sewer system through the construction of a lateral or interceptor sewer; 4) The business is subject to the requirements of a State or areawide authority for controlling the disposal of pollutants that may affect ground-water; 5) The business requires a Corps of Engineers permit for dredged or fill material; 6) The business is subject to Coast Guard or State requirements regarding the standard of performance of marine sanitation devices controlling sewage from vessels; 7) The business is implementing a plan to control or prevent the discharge or spill of oil or other hazardous sub

stances.

Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: Statement of refusal of a direct loan from a commercial lending institution (two refusals required in communities of 50,000 or more).

APPLICATION AND AWARD PROCESS:

Application Procedure: The application for technical review for certification of necessary and adequate must be submitted in duplicate to the appropriate Regional Administrator of EPA. No set format is required; items to be included are published in 40 CFR 21 or may be obtained from the Regional EPA or SBA office.

Award Procedure: Loan application is reviewed by appropriate EPA Regional Office (or by the State if the State program has been approved) for a certification of necessary and adequate for the additions, alterations, or methods of operation covered by the application. This review is strictly technical; the EPA statement of certification is transmitted to the appropriate SBA office where a financial review of the applicant's ability to perform and repay the loan is conducted. AUTHORIZATION: Federal Water Pollution Control Act Amendments of 1972, Section 12, Public Law 92-500, 33 U.S.C. 128 in. OBJECTIVES: To provide public bodies a source for marketing bonds

and other maturities at reasonable rates for financing the nonFederal share (25%) of Waste Water Treatment Construction grants.

TYPES OF ASSISTANCE: Direct Payments for Specified Use. USES AND USE RESTRICTIONS: Financing by the Environmental Financing Authority is solely for the purpose of providing a market to public bodies to sell bonds and maturities when these can not be sold on the open market at reasonable interest rates. What constitutes a reasonable rate and qualifying criteria are contained in 40 CFR 39. In addition, if a public body is of 10,000 population or less, it must have been refused financing by Farmers Home Administration.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Public bodies are eligible when their maturities can not be sold at reasonable interest rates on the open market. Also, if it has a population of 10,000 or less, application must have been made to, and refused by the Farmers Home Administration.

Beneficiary Eligibility: Same as applicant eligibility.
Credentials/Documentation: Statement of refusal for financing by
the Farmers Home Administration in communities of 10,000
population or less; the public body must document that it was
unable to sell maturities on reasonable terms (reasonable terms
defined in 40 CFR 39.105-5); and, if application is in excess of
$250,000, documentation of its efforts to sell the obligations to at
least two local or regional banks that ordinarily purchase mu-
nicipal bonds.

APPLICATION AND AWARD PROCESS:

Application Procedures: Application is submitted to the appropriate Regional Administrator. No standard format is prescribed, data to be provided are published in 40 CFR 39.

to approval by the EPA. Subsequently, the EPA Regional Ad-
