Office of Management and Budget (OMB) Circular No. A-102 has been rescinded. It is now General Services Administration Federal Management Circular (FMC 74–7). It was done in accordance with Executive order 11717 and Office of Management and Budget Bulletin 74 4. FMC 74–7, dated September 13, 1974, promulgates standards for, establishing consistency and uniformity among Federal agencies in the administration of grants to State and local government. Since this update is essentially made up of "pen and ink" changes, all programs to which this change is germane will not have the statement, “The standard application forms as furnished by the Federal agency and required by General Services Administration FMC 74-7 must be used for this program." For a listing of the applicable programs, consult Appendix VII. Reorganizational changes have taken place since the distribution of the 1974 Catalog. Some are reflected here but others go beyond the scope of this update. The changes that were not made will be shown in the 1975 Catalog.

The 1974 Catalog of Federal Domestic Assistance contained 975 programs administered by 52 Federal agencies. The December update of the Catalog adds 40 programs, deletes 15 programs and reflects substantive changes in the provisions of 346 programs. The net effect of these changes is an increase of 24 programs, for a new total of 1,000 programs. Some of the new programs are as follows:

Program set up to make more emergency livestock loans available (10.425).

Services type program designed to promote the development of adequate shipping capability in the domestic waterborne trade (11.509).

Project grant program to perform research, technological development, and information dissemination directed toward reduction of life and property loss from accidental fires (11.608).

Grant program set up to increase the number and type of appropriately trained emergency medical services personnel to staff emergency medical services systems (13.287).

Formula grant program to provide financial aid to local educational agencies in developing and implementing elementary and secondary school programs designed to meet the special educational needs of Indian children (13.534).

Research and development program designed to complement intramural research for developing new technology in extracting of crude petroleum from deposits and to develop processes for extracting shale oil from oil shale (15.307).

Formula grant program to promote safety in all areas of railroad operations (20.303).

Project grant program to help libraries, museums, and other cultural institutions become centers of formal education for their communities (45.117).

Programs set up to improve training and education for water pollution control personnel (66.428, 66.429, 66.430).

This material contains looseleaf update pages for the 1974 Catalog of Federal Domestic Assistance which was previously sent to you. The update adds some new programs, and modifies existing program descriptions to reflect major changes. Revised indexes and appendices are included.

It is suggested that this package be used either inserted as "pen and ink" changes or retained as a total change reference package at the front of the Catalog. The program description section should be used in the latter form. This is not an effort to re-do the entire Catalog.

Pages in this update are arranged in basically the same order as the 1974 Catalog. All new pages are dated 12-74.

Provided you want to make insertion changes rather than keeping the total reference package at the front of the Catalog, there are two types of changes that should be made. Some pages will have to replace existing pages, others will have "pen and ink" changes reflecting major modifications to existing programs but not replacing existing pages. Proceed in the following sequence:
