SEC. 925. PERFORMANCE GOALS.

(a) PERFORMANCE GOALS FOR THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

(b) [42 U.S.C. 1471 note] PERFORMANCE GOALS FOR THE FARMERS HOME ADMINISTRATION.

(1) IN GENERAL.-The Secretary of Agriculture may establish performance goals for the major housing programs of the Farmers Home Administration in order to measure progress towards meeting the objectives of national housing policy.

(2) FORM OF GOALS.-The performance goals referred to in paragraph (1) shall be expressed in terms sufficient to measure progress.

(3) REPORT.-The Secretary of Agriculture shall prepare a report to the Congress on the progress made in attaining the performance goals for each program, citing the actual results achieved in such program for the previous year.

(4) FAILURE TO MEET GOALS.-If a performance standard or goal has not been met, the report under paragraph (3) shall include an explanation of why the goal was not met, propose plans for achieving the performance goal, and recommend any legislative or regulatory changes necessary for achievement of the goal.

COLLATERAL SECURITY FOR FARMER APPLICANTS

RURAL HOUSING DIRECT LOAN ACCOUNT

*** Hereafter, farmer applicants for direct or insured rural ousing loans shall be required to provide only such collateral secuty as is required of owners of nonfarm tracts.

Effective October 1, 1981, and thereafter, in the case of water and waste disposal and community facility borrowers, and effective November 12, 1983, and thereafter, in the case of housing and farm borrowers, upon request of the borrower, the interest rate charged by the Farmers Home Administration to such borrowers shall be the lower of the rates in effect at either the time of loan approval or loan closing and any Farmers Home Administration grant funds associated with such loans shall be set in amount based on the interest rate in effect at the time of loan approval.

EXEMPTION FROM DWELLING SIZE LIMITATION

[42 U.S.C. 1479 note] During fiscal year 1988 and each succeeding fiscal year, the Secretary of Agriculture shall pernit each district office of the Farmers Home Administration to exempt any existing dwelling from any limitation established by the Secretary on the number of square feet of living area that may be contained in a dwelling to be eligible for a loan under section 502 of the Housing Act of 1949, if the dwelling is modest in design, ize, and cost for the area in which it is located.

SEC. 562. [42 U.S.C. 3608a] COLLECTION OF CERTAIN DATA.

(a) IN GENERAL.-To assess the extent of compliance with Federal fair housing requirements (including the requirements established under title VI of Public Law 88-352 and title VIII of Public Law 90-284), the Secretary of Agriculture shall collect, not less than annually, data on the racial and ethnic characteristics of persons eligible for, assisted, or otherwise benefiting under each community development, housing assistance, and mortgage and loan insurance and guarantee program administered by such Secretary. Such data shall be collected on a building by building basis if the Secretary determines such collection to be appropriate.

(b) REPORTS TO CONGRESS.-The Secretary of Agriculture shall include in the annual report of such Secretary to the Congress a summary and evaluation of the data collected by such Secretary under subsection (a) during the preceding year.
