HOUSE OF REPRESENTATIVES,

ROOM OF THE SPECIAL COMMITTEE ON COUNTING ELECTORAL VOTES,
Washington, D. C., January 4, 1877.

SIR: The undersigned, your subcommittee appointed to compile the proceedings and debates of Congress relating to the counting of the electoral votes for President and Vice-President of the United States, beg leave to present the accompanying compilation as the result of their labor in discharge of that duty. It is believed that this volume embraces everything said or done in Congress pertinent to the question, from the formation of the government to the second session of the present Congress, including also the proceedings of the Federal convention of 1787, relating to the crea tion of the electoral college.

The proceedings and debates have been presented in their chronological order without comment or suggestion, except an occasional marginal note which seemed necessary for explanation.

An appendix contains certain important speeches made at different times in Congress upon questions relating to the electoral vote, together with other congressional proceedings, which though not strictly pertaining to the presidential count, are nevertheless deemed to possess both interest and value to the inquiry assigned to the committee.
