§ 504. Printing and filming of United States and foreign obligations and securities.

Notwithstanding any other provision of this chapter, the following are permitted:

(1) the printing, publishing, or importation, or the making or importation of the necessary plates for such printing or publishing, of [back and white illustrations of postage and revenue stamps and other obligations and securities of the United States, and illustrations of

(A) postage stamps of the United States,

(B) revenue stamps of the United States,

(C) any other obligation or other security of the United States, and

(D) postage [and] stamps, revenue stamps, notes, bonds, and any other [obligations] stamps, or [securities] other security of any foreign government, bank, or corporation, for philatelic, numismatic, educational, historical, or newsworthy purposes in articles, books, journals, newspapers, or albums (but not for advertising purposes, except illustrations of stamps and paper money in philatelic or numismatic advertising of legitimate numismatists and dealers in stamps or publishers of or or dealers in philatelic or numisimatic articles, books, journals, newspapers, or albums). [Such illustrations, except those of stamps,] Illustrations permitted by the foregoing provisions of this section shall be made in accordance with the following conditions

(i) all illustrations shall be in black and white, except that illustrations of postage stamps issued by the United States or by any foreign government may be in color;

(ii) all illustrations (including illustrations of uncanceled postage stamps in color) shall be of a size less than three-fourths or more than one and one-half, in linear dimension, of each part of [such obligation or security] any matter so illustrated which is covered by subparagraph

(A), (B), (C), or (D) of this paragraph, except that black and white illustrations of postage and revenue stamps issued by the United States or by any foreign government and colored illustrations of canceled postage stamps issued by the United States may be in the exact linear dimension in which the stamps were issued; and (iii) [The] the negatives and plates used in making the illustrations shall be destroyed after their final use [for the purpose for which they were made] in accordance with this section. (2) the making or importation, but not for advertising purposes except philatelic advertising, of motion-picture films, microfilms, or slides, for projection upon a screen or for use in telecasting, of postage and revenue stamps and other obligations and securities of the United States, and postage and revenue stamps, notes, bonds, and other obligations or securities of any foreign government, bank, or corporation. No prints or other reproductions shall be made from such films or slides, except for the purposes of paragraph (1), without the permission of the Secretary of the Treasury.

§ 2506. Printing of black-and-white or color illustrations of United States stamps

(a) When requested by the Postmaster General, the Public Printer shall print as a public document for sale by the Superintendent of Documents, illustrations in black and white or in color of postage stamps of the United States, together with such descriptive, historical, and philatelic information with regard to the stamps as the Postmaster General deems suitable.

(b) Notwithstanding the provisions of section 58 of title 44, stereotype or electrotype plates, or duplicates thereof, used in the publications authorized to be printed by this section may not be sold or otherwise disposed of.

The Committee on Government Operations, to whom was referred the resolution (H. Res. 1101) to disapprove Reorganization Plan No. 1 of 1968, having considered the same, report unfavorably thereon and recommend that the resolution do not pass.

PURPOSE OF REORGANIZATION PLAN NO. 1 OF 1968

Reorganization Plan No. 1 transfers to the Department of Justice the administration of the narcotics laws now carried out by the Bureau of Narcotics under the Secretary of the Treasury and the administration of the drug abuse laws now carried out by the Bureau of Drug Abuse Control under the Secretary of Health, Education, and Welfare. These two bureaus will be joined together in a new Bureau of Narcotics and Dangerous Drugs in the Department of Justice, reporting directly to the Office of the Attorney General. Narcotics laws deal generally with marihuana and the addictive narcotics such as opium and heroin. Drug abuse laws deal generally with stimulants, depressants, and hallucinogenics such as LSD.

There has been increasing concern about the growing social and criminal problems, particularly among young people, that have developed from the use and abuse of narcotics and dangerous drugs. Organized crime is known to be a potent force in this spreading evil.

Inasmuch as there is a close relationship between the control of narcotics and dangerous drugs, this plan is designed to produce more effective administration and enforcement of the laws by joining these two programs together, creating a new and strengthened office and placing it in the Department of Justice-the major law enforcement agency of the Government.

As stated by the President, the new Bureau of Narcotics and Dangerous Drugs will

Consolidate the authority and preserve the experience_and manpower of the Bureau of Narcotics and the Bureau of Drug Abuse Control;

Work with States and local governments in their crackdown on illegal trade in drugs and narcotics, and help to train local agents and investigators;

Maintain worldwide operations, working closely with other nations, to suppress the trade in illicit narcotics and marihuana: and

Conduct an extensive campaign of research and a nationwide. public education program on drug abuse and its tragic effects.

NARCOTICS; DRUG ABUSE CONTROL

SECTION 1. Transfer of functions from Treasury Department. There are hereby transferred to the Attorney General:

(a) Those functions of the Secretary of the Treasury which are administered through or with respect to the Bureau of Narcotics.

(b) All functions of the Bureau of Narcotics, of the Commissioner of Narcotics, and of all other officers, employees and agencies of the Bureau of Narcotics.

(c) So much of other functions or parts of functions of the Secretary of the Treasury and the Department of the Treasury as is incidental to or necessary for the performance of the functions transferred by paragraphs (a) and (b) of this section.

SEC. 2. Transfer of functions from the Department of Health, Education, and Welfare. There are hereby transferred to the Attorney General:

(a) The functions of the Secretary of Health, Education, and Welfare under the Drug Abuse Control Amendments of 1965 (Public Law 89-74; 79 Stat. 226), except the function of regulating the counter
