Questions 4 and 5 dealt with the effect of other plans providing for so-called "strong chairmen" in multi-headed agencies. In our opinion, the taking effect of those plans has served the public interest. In no case as far as we know have those plans impeded the efficiency or effectiveness of the agencies involved. On the contrary, the commissions and boards having strong chairmen have been able to cope with ever-increasing workloads in recent years. Their ability to meet those heavier burdens, we believe, is due in part to the reorganizations which have taken place. We know of no criticism of the “strong-chairman" concept in recent

years.

Senator BAKER. By the same token, in the case of both the series of questions put to the Chairman and to the Bureau of the Budget, if any other member of the Commission has different or additional answers they would like to supply for the record, we will be happy to see that you get copies of them.

Senator BAKER. Now, to the several witnesses and to the staff, are there other questions or other statements that you would like included in the record at this particular time?

Mr. HUGHES. Not so far as the Bureau of the Budget is concerned, sir. We appreciate the opportunity to be here and again urge your very thoughtful consideration of this plan.

Senator BAKER. Thank you very much, each of you.
