Questions 4 and 5 dealt with the effect of other plans providing for so-called "strong chairmen" in multi-headed agencies. In our opinion, the taking effect of those plans has served the public interest. In no case as far as we know have those plans impeded the efficiency or effectiveness of the agencies involved. On the contrary, the commissions and boards having strong chairmen have been able to cope with ever-increasing workloads in recent years. Their ability to meet those heavier burdens, we believe, is due in part to the reorganizations which have taken place. We know of no criticism of the “strong-chairman" concept in recent years.
