COMMITTEE ON GOVERNMENT OPERATIONS,

Washington, D.C. The subcommittee met, pursuant to notice, at 10 a.m., in room 3302, New Senate Office Building, Senator Abraham Ribicoff (chairman) presiding.

Present: Senators Ribicoff and Baker.

Also present: Paul Danaceau, staff director; Esther R. Newberg, chief clerk; Richard L. Bowen, professional staff member, Subcommittee on Executive Reorganization; Eli A. Nobleman, professional staff member, Committee on Government Operations; James A. Dorsch, legislative assistant to Senator Ribicoff; and Lamar Alexander, legislative assistant to Senator Baker.

Senator RIBICOFF. The committee will be in order.

The hearing today is on Reorganization Plan No. 2 of 1967, concerning the U.S. Tariff Commission and ways to promote its more efficient operation. Without objection, the plan and the memorandum of the staff will be inserted in the record at this point.
