The subcommittee met, pursuant to notice, at 10 a.m., in room 3302, New Senate Office Building, Senator Abraham Ribicoff (chairman) presiding. Present: Senators Ribicoff and Baker. Also present: Paul Danaceau, staff director; Esther R. Newberg, chief clerk; Richard L. Bowen, professional staff member, Subcommittee on Executive Reorganization; Eli A. Nobleman, professional staff member, Committee on Government Operations; James A. The hearing today is on Reorganization Plan No. 2 of 1967, concerning the U.S. Tariff Commission and ways to promote its more efficient operation.
