"(3) POSTAL SERVICES.-The Review Board

"(e) COMPENSATION OF MEMBERS.-A member of 6 the Review Board shall be compensated at a rate equal 7 to the daily equivalent of the annual rate of basic pay pre8 scribed for level IV of the Executive Schedule under sec9 tion 5315 of title 5, United States Code, for each day (in10 cluding travel time) during which the member is engaged 11 in the performance of the duties of the Review Board.

"(f) TRAVEL EXPENSES.-A member of the Review 13 Board shall be allowed travel expenses, including per diem 14 in lieu of subsistence, at rates authorized for an employee 15 of an agency under subchapter I of chapter 57 of title 16 5, United States Code, while away from the home or reg17 ular place of business of the member in the performance 18 of the duties of the Review Board.

"(g) STAFF.

"(1) IN GENERAL.-The Chairperson of the Review Board may, without regard to the civil service laws (including regulations), appoint and terminate an executive director and such other additional per

sonnel as are necessary to enable the Review Board

to perform the duties of the Review Board.

"(2) CONFIRMATION OF EXECUTIVE DIRECTOR.-The employment of an executive director shall

be subject to confirmation by the Review Board.

"(3) COMPENSATION.—

"(A) IN GENERAL.-Except as provided in subparagraph (B), the Chairperson of the Review Board may fix the compensation of the ex

ecutive director and other personnel without regard to the provisions of chapter 51 and subchapter III of chapter 53 of title 5, United States Code, relating to classification of positions and General Schedule pay rates.

"(B) MAXIMUM RATE OF PAY.-The rate

pay for the executive director and other personnel shall not exceed the rate payable for level V of the Executive Schedule under section

5316 of title 5, United States Code.

"(h) PROCUREMENT OF TEMPORARY AND INTERMIT

19 TENT SERVICES.-The Chairperson of the Review Board 20 may procure temporary and intermittent services in ac21 cordance with section 3109(b) of title 5, United States 22 Code, at rates for individuals that do not exceed the daily 23 equivalent of the annual rate of basic pay prescribed for 24 level V of the Executive Schedule under section 5316 of 25 that title.

"(a) WHITE HOUSE OFFICE.

"(1) USE OF AVAILABLE APPROPRIATIONS.— From funds made available to Federal agencies for

the fiscal year in which this subtitle is enacted, the President shall provide such sums as are necessary to carry out the duties of the White House Office under this subtitle until the date on which funds are made available under paragraph (2).

"(2) AUTHORIZATION OF APPROPRIATIONS.There is authorized to be appropriated to the White House Office to carry out the duties of the White House Office under this subtitle $5,000,000 for each of fiscal years 2002 through 2011, to remain avail

able through September 30, 2011.

"(b) DEPARTMENT OFFICE.—

"(1) USE OF AVAILABLE APPROPRIATIONS.From funds made available to Federal agencies for the fiscal year in which this subtitle is enacted, the President shall provide such sums as are necessary

to carry out the duties of the Center under this subtitle until the date on which funds are made available under paragraph (2).

“(2) AUTHORIZATION OF APPROPRIATIONS.— There is authorized to be appropriated to the Center to carry out the duties of the Center under this subtitle $75,000,000 for each of fiscal years 2002

through 2011, to remain available through September 30, 2011.

"(d) REVIEW BOARD.—

"(1) USE OF AVAILABLE APPROPRIATIONS.— From funds made available to Federal agencies for the fiscal year in which this subtitle is enacted, the President shall provide such sums as are necessary

to carry out the duties of the Review Board under

this subtitle until the date on which funds are made

available under paragraph (2).
