Mr. Chairman, our problem is one of survival. I do not pretend to. understand the monetary problems of our Federal Government, nor in how to solve them. I do sincerely believe, however, that my position in requesting that these funding cuts not be made is justified. I have no doubt that to · do otherwise would be of grave consequence.
