(c) "major building" means any building of twenty

five thousand or more square feet of usable floor space;

(d) "major Federal building" means a major building which is constructed or renovated by a Federal

agency, or which is leased by a Federal agency and more than 66 per centum of the net assignable area of which is used by a Federal agency;

(e) "federally assisted building" means a building constructed in whole or in part, other than by a Federal agency, with Federal funds or with funds guaranteed or insured by a Federal agency;

(f) "federally assisted major building" means a major building constructed or renovated in whole or in part, other than by a Federal agency, with Federal funds or with funds guaranteed or insured by a Federal

agency;

(g) "existing building" means a building (other than a privately owned residential structure) which is owned by the United States or which is leased by a Federal agency and more than 66 per centum of the

net assignable area of which is used by a Federal agency on or after the date of the enactment of this Act or on

behalf of the United States;

and, in the case of a major building the cost of construc

tion or renovation;

(i) "economic life" means the projected useful

life of a building; and

(j) "initiated" means, with respect to construction or renovation, that offers or proposals for the construction or renovation work have been solicited or in

vited by the responsible Federal agency or its grantee,

or the lessor in the case of a building leased by a Federal

agency.

ENERGY CONSERVATION GUIDELINES

SEC. 4. (a) The Administrator of General Services, in 13 consultation with the Administrator of the Federal Energy 14 Administration, the Secretary of Defense, the Secretary of 15 Commerce, acting through the Director of the National Bureau of Standards, the Secretary of Health, Education, and Welfare, the Secretary of Housing and Urban Development,

and the Administrator of Veterans' Affairs, shall, not later 19 than one year after the date of the enactment of this Act, publish energy conservation guidelines (including energy management guidelines) for use in the design, construction, renovation, and operation of certain residential, office, commercial, institutional, and other buildings: Provided, how

ever, That the United States Postal Service shall, not later

25 than one year after the date of the enactment of this Act,

1 publish such energy conservation guidelines for those Fed2 eral buildings, including major Federal buildings, under the 3 custody or control of the United States Postal Service and 4 may at periodic intervals thereafter amend its guidelines. 5 Such guidelines shall take effect with respect to Federal 6 buildings, federally assisted buildings, major Federal build7 ings, and federally assisted major buildings on which con8 struction or renovation is initiated after the effective date of 9 the guidelines, but such effective date shall be within one.

10 hundred and eighty days after the issuance of such guidelines. (b) The guidelines published pursuant to this section 12 by the Administrator of General Services and the United 13 States Postal Service shall include information on those 14 variable factors which may affect energy conservation and 15 utilization, including

(1) architectural features and site orientation of buildings to make the most efficient use of sunlight and other natural phenomena;

(2) building configuration and composition (including the usage of glass and insulation), illumination

21 levels, electrical distribution systems, and the elimination

of excessive fenestration;

(3) wasteful energy consumption practices in heat

ing, ventilation, air-conditioning, and service water

systems;

(4) new techniques for energy supply, generation,

and transmission; and

(5) to the extent feasible, the energy expended

in the development, processing, manufacture, and trans

portation of basic materials used in the construction, renovation, and maintenance of such buildings.

(c) The Administrator of General Services may, in 8 consultation with the Administrator of the Federal Energy 9 Administration, the Secretary of Defense, the Secretary of 10 Commerce, acting through the Director of the National 11 Bureau of Standards, the Secretary of Health, Education, 12 and Welfare, the Secretary of Housing and Urban Develop13 ment, and the Administrator of Veterans' Affairs, at periodic 14 intervals amend or revise the guidelines published pursuant to this section, and such amendments or revisions shall take 16 effect as determined by the Administrator.

17 (d) In the development of energy conservation guide18 lines pursuant to this section, the Administrator of General 19 Services is authorized to consult with and utilize the services 20 of private individuals, institutions, and organizations, includ

ing,

but not limited to, professional engineering and archi

tectural societies, private standard-setting bodies, trade asso23 ciations, and consumer interest organizations.

ENERGY ECONOMIC AND UTILIZATION ANALYSES :

SEC. 5. (a) Each Federal agency shall follow the guide3 lines established pursuant to section 4 of this Act.

4 (b) (1) Each Federal agency having authority over the 5 construction of any Federal building or federally assisted 6 building or the construction or renovation of any major Fed7 eral building or any federally assisted major building shall 8 require the preparation of an energy utilization analysis and 9 an energy-economic analysis for such building: Provided, 10 however, That in the case of Federal buildings and federally 11 assisted buildings, each Federal agency may for a category 12 or type of building, including residential buildings, determine 13 that the energy conservation benefits to be derived from an 14 energy utilization analysis or an energy-economic analysis do not justify the expense for either, or both, such analysis, in which such analysis shall not be required under this subsec

tion. In the case of residential buildings that determination

shall be made taking into consideration the size of the resi 19 dential development involved.

20 (2) Energy utilization analysis performed pursuant to 21 this subsection shall consist of an evaluation of the efficiency 22 of the energy consuming systems and components by demand 23 and type of energy, including the internal energy load im
