Mr. MANASCO. The reason I asked that question was because the Public Buildings Administration already has an organization and the personnel with which to handle it, whereas if it is placed under the Bureau of the Budget they would have to have an increase of personnel and equipment. They would probably have to provide a lot of additional typewriters, desks, and so forth.

The CHAIRMAN. At first blush I am a little bit doubtful as to our jurisdiction in that matter. I am doubtful of our jurisdiction in the first place, and in the second place it might bring up a controversial question in connection with this particular bill. In that event I think it would be quite unlikely that we would have the opportunity to get it enacted during this session of Congress. We are right at the close of the session, and that is one reason we have been so particular in asking questions about the various items, because Congress will look very carefully into these matters. The opportunity to get a bill of this sort passed would be either by unanimous consent, or, possibly, by getting a rule to make the measure in order. I think that if we should go beyond that in our consideration, and take up other questions at this time, it would certainly jeopardize the enactment of the measure at this session,

Mr. JOHNSTONE. That is a decision which the committee, in its judgment, will have to make. I conceived it to be my duty to present this message from the President. I appreciate fully what you say.

The CHAIRMAN. If there are no further questions the committee will go into executive session.
