This report is a product of the explorations of a broadly representative group of Oahu residents concerned with the future delivery of long term care to chronically ill and frail elderly persons in Hawaii (major attention is given to Oahu with limited mention of the Neighbor Islands). Based on the members' collective thoughts and experiences, recommendations calling for the establishment of a well financed system of home based services to prevent unnecessary institutionalization emerged as a priority during a series of meetings held between June 1978 and July 1979.
