Mr. Proctor, from the Standing Committee on Counties and County Boundaries, to which was referred Senate Bill No. 49, entitled "An Act to change the County Seat of Nye County," report that they had had the same under consideration; have come to a favorable conclusion thereon, and had directed their Chairman to report the same to the Senate with some amendments, and to recommend its passage. Amend section 1 by striking out April, and insert May. Also, in section 2, last line, strike out April and insert May.

Mr. Doron, from the Standing Committee on State Affairs, to which was referred Assembly Bill No. 4, entitled "An Act to amend an Act entitled An Act to provide for the incorporation of religious, charitable, literary, scientific, and other associations,' approved Dec. 7th, 1862," reported that they had had the same under consideration; had come to a favorable conclusion thereon, and directed their chairman to report the same to the Senate without amendments, and to recommend its passage.

Mr. Doron, from the Standing Committee on State Affairs, to which was referred Senate Bill No. 56, entitled "An Act to amend an Act entitled 'An Act for the apportionment of Senators and Assemblymen in the different counties of this State,' approved Feb. 27th, 1866," report that they had had the same under consideration; have come to an unfavorable conclusion thereon, and directed their chairman to report the same to the Senate, with a recommendation that the same be indefinitely postponed.

Mr. Doron, from the Standing Committee on State Affairs, to which was referred Senate Bill entitled "An Act to repeal an Act entitled 'An Act to establish a Standard of Weights and Measures,' approved Feb. 28th, 1866,” reported that they had had the same under consideration; had come to a favorable conclusion thereon, and directed their chairman to report the same to the Senate without amendments, and to recommend its passage. GENTLEMEN-I have the honor to transmit herewith for your consideration the claim of John S. Child, with accompanying papers in support of the same. This claim was examined by the Board, August 3d, 1865, and disapproved, and from which action the claimant appeals to the Legislature. This claim was rejected for the reason that there is no law authorizing its payment; the indebtedness of Carson County, Utah Territory, never having been assumed by the Territory or State of Nevada, except as to individual cases, and then by special enactment.

Resolved. That two thousand copies of Senate Joint Memorial and Resolu

tion, in reference to the Sutro Tunnel, and the report of the Committee on Federal Relations thereon, be ordered printed.

Mr. Proctor offered the following resolution:

Resolved, That C. H. Patchin be allowed the sum of $160 mileage and $111 per diem; and that the Controller of State be and he is hereby instructed to draw his warrants for the same, payable out of the Contingent Fund of the Senate.

Mr. Meder moved to indefinitely postpone the above, on which the yeas and nays were called by Messrs. Proctor, Meder and Hutchins, which resulted as follows:

The Senate in Committee of the Whole, have had under consideration Senate Bill No. 55, proposing amendments to Section 1st, Art. 15th, and Section 1st, Art. 14th, of the Constitution of this State, which they report back with recommendation to refer to the Special Committee on amendments to the Constitution of the State. Also, Senate Memorial and Joint Resolution No. 59, asking Government aid in the construction of the Sutro Tunnel, which they report back, and recommend its passage.

Also, Assembly Bill No. 2, "An Act to repeal an Act entitled 'An Act concerning the location and possession of Mining Claims,' approved February 27th," which they report back, with a recommendation to adopt the amendment as proposed by the Committee on Mines and Mining.

Also, Senate Bill No. 49," An Act to change the county seat of Nye County," which they report back with a recommendation to adopt the amendments as reported by the Committee on Counties and County Boundaries, and that it be engrossed.
