I am requested to inform your honorable body that the Assembly have this day passed a resolution appointing a Committee, consisting of Messrs. Munckton, Walton and Mitchell, to act with a like Committee from the Senate, to inform the Governor that the two Houses are now organized and ready to receive any communications that he may have to make.

Mr. Proctor moved that a Senate Committee be appointed, in pursuance of the above communication.

The President appointed Messrs. Proctor, Carpenter and Doron as such com

mittee.

Mr. Hutchins, of the Committee appointed to wait on the Governor, reported that the Committee had performed their duty, and had been informed by the Governor that he would have no communication to make to the Senate until after the inauguration.

Adopted.

At three o'clock and thirty minutes, on motion of Mr. Hutchins, the Senate adjourned.

The Senate met pursuant to adjournment, the President in the chair. The roll was called, and the following Senators answered to their names: Messrs. Carpenter, Doron, Eastman, Edwards, Grey, Haines, Hastings, Linn, Mason, Meder, Monroe, Proctor, Stevenson, Sumner, Terry, Welty-16. The following Senators were noted absent:

The Journal of the first day was read and approved.

Mr. Proctor, of the Joint Committee appointed to wait on the Governor, reported that the Committee had performed their duty, and had been informed by the Governor that he would probably send in a communication to the Senate during the day. Adopted.

NOTICE OF BILLS.

Mr. Linn gave notice that he would, on some subsequent day of the session, introduce a joint resolution concerning the acception of the territory ceded by the United States to the State of Nevada.

Mr. Hutchins introduced the following resolution :

Resolved, That the Sergeant-at-Arms of the Senate be, and hereby is, authorized to supply the members and attachés of the Senate with stationery, postage, expressage, and newspapers, on which the yeas and nays were called, with the following result:

YEAS-Messrs. Carpenter, Doron, Eastman, Edwards, Geller, Haines, Hastings, Hutchins, Linn, Meder, Stevenson, Terry and Welty-13.

NAYS-Messrs. Grey, Mason, Monroe, Proctor and Sumner-5.
Mr. Edwards gave notice of motion to reconsider on Monday.

The following message was received from the Assembly:

I herewith transmit to your honorable body Senate Concurrent Resolution No. 1, concerning inauguration of Governor and Lieutenant Governor, the same having passed the House this day: yeas, 34; nays, none; and Messrs. Wheeler, Bence and Huse were appointed as such committee, to act with Senate Committee.

On motion of Mr. Welty, at 11 o'clock 30 minutes the Senate took a recess until 1:30 P.M.

AFTERNOON SESSION.

At one o'clock 30 minutes P.M. the Senate reassembled.

Upon a quorum being found present, the Senate was called to order pursuant to adjournment.

The roll was called, and the following Senators noted present:

Messrs. Doron, Eastman, Edwards, Geller, Grey, Hastings, Mason, Monroe, Nelson, Stevenson and Sumner-Total, 12.

Absent-Messrs. Carpenter, Haines, Hutchins, Linn, Meder, Terry and Welty-Total, 7.

Mr. Hastings moved a call of the House.
Carried.

Messrs. Carpenter, Haines, Hutchins, Linn, Terry and Welty appearing, were, on motion, excused.

Mr. Grey moved that further proceedings under call be dispensed with.
Carried.

Mr. Welty, Chairman of Joint Committee on Inauguration Ceremonies, submitted the following report:

To the Senate and Assembly of the State of Nevada:

Your Joint Committee appointed to make arrangements for the inaugural of the Governor and Lieutenant Governor elect, submit the following report:

The two Houses will meet in Joint Convention at the hour provided for by the joint resolution, and be formed in procession by the Marshal of the day, and march in a body in the order hereinafter mentioned, to the Governor's residence, and after receiving the Governor and Lieutenant Governor, return to the Assembly Chamber, where the oath of office shall be administered, and the Inaugural Address of the Governor received; after which the members of the Joint Convention will escort the Governor to his residence, and return again to the Hall of the Assembly.

The following programme has been adopted:

First.-Music.

Second.-Members of Assembly and officers.

Third.-Members of the Senate and officers.
Fourth.-Governor and Lieutenant Governor.
Fifth.-Staff Officers of the Governor.

Order of proceedings at the Hall:

1st. Prayer by the Chaplain of the Senate.

2d. Oath of office to the Governor by Chief Justice Beatty.

3d. Oath of office to the Lieutenant Governor by Chief Justice Beatty. 4th. Inaugural Address by the Governor.

5th. Benediction by the Chaplain of the Assembly.

The Committee have appointed Brigadier General A. L. Page as Marshal of the day.

I am instructed to inform your honorable body that the Assembly are now ready to go into Joint Convention for the purpose of performing the inaugural services as per concurrent resolutions.

On motion of Mr. Welty, the members of the Senate and attachés proceeded to the Assembly Chamber, according to the arrangements made by Joint Convention.

IN JOINT CONVENTION.

The Convention met and was called to order by the President, J. S. Cros

man.

Prayer by the Chaplain.

On motion of Senator Welty the report of the Joint Committee was read. Brigadier General A. L. Page, Marshal of the day, formed the members and attachés of both Houses in procession, according to the arrangements of the Joint Committee.

The procession returning to the Assembly Chamber, the following Oath of Office was administered to the Governor elect, HENRY G. BLASDEL, and to the Lieutenant Governor elect, JAMES S. SLINGERLAND, by Chief Justice Beatty:

I, do solemnly swear that I will support, protect, and defend the Constitution and Government of the United States, and the [Constitution] and Government of the State of Nevada, against all enemies, whether domestic or foreign, and that I will bear true faith, allegiance and loyalty to the same, any ordinance, resolution, or law of any State, Convention, or Legislature to the contrary notwithstanding; and further, that I do this with a full determination, pledge, and purpose, without any mental reservation or evasion whatever. And I do further solemnly swear, that I have not fought a duel, nor sent or accepted a challenge to fight a duel, nor been a second to either party, nor in any manner aided or assisted in such duel, nor been knowingly the bearer of such challenge or acceptance, since the adoption of the Constitution of the State of Nevada; and that I will not be so engaged or concerned, directly or indirectly, in or about any such duel, during my continuance in office. And, further, that I will well and faithfully perform all the duties of the office on which I am about to enter. So help me God.

The Governor then delivered his Inaugural Address, for which see Appendix.

On motion of Senator Doron, a vote of thanks was tendered to Brigadier General A. L. Page, Marshal of the day, for the very able manner in which he had conducted the procession.

On motion of Mr. Bence, at 3 o'clock 15 minutes P.M., the Convention adjourned.

IN SENATE.

The Senate was called to order, the President in the chair.

On motion of Mr. Hastings, Senator Sumner, President pro tem., was appointed a committee of one to escort the Lieut. Governor, James S. Slingerland to the chair; the which being done, he was introduced to the Senate, and made the following address:

Senators

The convening of this body heralds the approach of business to be by you transacted, that is of a most grave and solemn import. You have been chosen by an intelligent people, and intrusted by them to speak their voice.

During life, none of you may ever be called upon to discharge duties of graver import than are now lodged with you. Feeling assured from my personal knowledge of many of you, that you all feel duly impressed with the responsibility of the charge you hold; and having firm faith that those duties. will be faithfully and fearlessly performed by you, I assume my position as your presiding officer, with great doubts of my own worthiness to do my duties ably and well; yet with a fixed purpose in all things to act impartially and justly with you. I ask of you in turn that you will be patient as friends, and courteous as Senators, if in any or many things that I do, I may in your opinion err. The Senate will now come to order for the transaction of business.
