Committee on Public Works: Concluded consideration of H.R. 3166, 9963, 4571; S. 649, and H.R. 6844; and related bills, to amend the Federal Water Pollution Control Act. Heard testimony from Representatives Thomson of Wisconsin, Mathias, and McClory; and public witnesses.

Res. 247, suspending for the 1964 campaign the equal broadcast opportunity requirements of section 315 of the Communications Act for presidential and vice-presidential nominees, agreed to hold conference requested by House, and appointed as conferees Senators Pastore, Monroney, Thurmond, Scott, and Prouty.

Coast Guard: Senate took from desk and passed with amendment H.R. 9640, authorizing funds for procurement of vessels and aircraft and other facilities for the Coast Guard, after adopting Bartlett amendment to substitute the language of S. 2456, companion bill, as reported with committee amendment.

S. 2456 was indefinitely postponed. Senate insisted on its amendment, asked for conference with House, and appointed as conferees Senators Bartlett, Magnuson, Hart, Prouty, and Beall.

Airport Grants: Senate disagreed to House amendment to S. 1153, to extend the Federal Airport Act and to authorize funds therefor, agreed to hold conference requested by House, and appointed as conferees Senators Monroney, Bartlett, Lausche, Hart, Cotton, Morton, and Scott.

Gen. James Ferguson, Deputy Chief of Staff (Research and Technology), Department of the Air Force. Hearings continue tomorrow.

HOUSING

Committee on Banking and Currency: Subcommittee on Housing continued its hearings on S. 2468, Housing and Community Development Act of 1964, and other related bills, with testimony from Robert F. Wagner, mayor of New York City; Henry Mier, mayor of Milwaukee; John Williamson, director of governmental relations, National Association of Real Estate Boards; and Peter Paul Meagher, New York City. Hearings continue tomorrow.

ANTITRUST

Committee on the Judiciary: The Antitrust and Monopoly Subcommittee continued its hearings on S. 1815, to

amend the Clayton Act to make price discrimination subject to private treble-damage action and suits for injunctive relief. Witnesses were Representative Dingell (who filed a statement); William D. Snow, National Congress of Petroleum Retailers; Angus McDonald, National Farmers Union; Joseph Heffernan, New York City Bar Association; and George J. Burger, National Federation of Independent Business.

COLLEGE STUDENT AID

Committee on Labor and Public Welfare: Subcommittee on Education held hearings on S. 2490, proposed Higher Education Student Assistance Act of 1964, hearing testimony from Senator Hartke. Subcommittee also heard testimony from the following witnesses representing the Office of Education, Department of Health, Education, and Welfare: Francis Keppel, Commissioner of Education (accompanied by Peter Muirhead, Assistant Commissioner); and James W. Military Procurement Authorization: By a record vote of 336 yeas to no nays the House passed with committee amendments H.R. 9637, to authorize appropriations during fiscal year 1965 for procurement of aircraft, missiles, naval vessels, research and development, test, and evaluation for the Armed Forces. A recommittal motion had been rejected earlier by a voice vote. Rejected amendments that sought to—

Add $126 million to funds for naval vessels and make proposed aircraft carrier nuclear propelled in lieu of conventional type;

Restore certain funds for the Army, Navy, and Air Force for military sciences; and

Delete $92 million provided by Armed Services Committee for two additional aircraft.
