Act of 1964, taking the following additional tentative actions thereon:

(1) Approved Section 122-Current Tax Payments for Corporations;

(2) Adopted Section 123-Related Amendments; (3) Adopted Sections 131 and 132—Effective Dates, General Rule, and Fiscal Year Taxpayers;

(4) Considered, but did not take final action on, Section 201-Dividends Received by Individuals;

(5) Agreed to delete from the bill Section 203— Group-Term Insurance Purchased for Employees;

(6) Adopted Section 204-Reimbursed Medical Expenses in Excess of Expenses Incurred;

(7) Approved Section 205-Wage Continuation Payments (Sick Pay);

(8) Approved Section 206-Exclusion From Income of Gain on Sale of Residence of Individuals Age 65 or Over;

(9) Approved, with amendment, Section 207-Denial of Deduction for Certain State, Local, and Foreign Taxes (Williams amendment would restore deductibility of State and local gasoline taxes and auto registration and license fees);

(10) Adopted Section 208-Personal Casualty and Theft Losses; and

(11) Adopted, with amendment, Section 209-Charitable, etc., Contributions and Gifts.

On Wednesday, January 8, committee took the following tentative actions:

(1) Deleted from the bill Section 1, relative to the declaration of the Congress on appropriations and spending during the transition period;

(2) Amended title of the bill to read "Revenue Act of 1964";

(3) Rejected, by a vote of 11 to 1, a substitute rate schedule, coupled with several other provisions, which was offered by Senator Douglas (Section 111, individual income tax rates, was passed over for consideration at a later date);

(4) Approved Section 112, Minimum Standard Deduction, after rejecting, by a vote of 12 to 1, amendment by Senator Douglas increasing minimum standard deduction and providing a smaller reduction in the corporate rate;

(5) Approved Section 113-Related Amendmentsrelating to retirement income credit and tax on nonresident alien individuals (approved subject to certain understanding); and

(6) Approved the corporate rate changes provided in the House-passed bill (Section 121), after rejecting, by a vote of 11 to 2, amendment by Senator Douglas, and, by voice vote, Sparkman amendment No. 365. Committee will meet again tomorrow.

EQUAL EMPLOYMENT OPPORTUNITY, AND
COMMITTEE STAFF PERSONNEL

Committee on Labor and Public Welfare: Committee, in executive session, ordered favorably reported an amended version of a committee print of S. 1937, prohibiting the denial of equal employment opportunity by those engaged in interstate commerce on the basis of race or creed.

Committee also approved S. Res. 249, authorizing an additional $5,000 for expenses of the Subcommittee on Migratory Labor; an original resolution continuing employment of additional professional and clerical staff personnel; and an original resolution authorizing employment of a printing clerk.

INVESTIGATION-SENATE EMPLOYEES

Committee on Rules and Administration: Committee resumed, in executive session, its hearings in connection with financial and business activities of Senate employees or former Senate employees (pursuant to S. Res. 212), having as its witness Donald B. Reynolds, of the Reynolds Insurance Co., Inc., Silver Spring, Md.

Hearings are tentatively scheduled to continue in open session on Monday, January 13.

BEEF IMPORTS

Committee on Agriculture: Livestock and Feed Grains Subcommittee heard testimony from various public witnesses regarding beef imports. Adjourned subject to call of the Chair.

INVESTMENT RESTRICTIONS

Committee on Banking and Currency: Met in executive session and ordered reported favorably to the House the following bills:

H.R. 8230, to liberalize restrictions on national bank loans on forest tracts; and

H.R. 5130 (amended), to increase the maximum amount of FDIC insurance.

Passed over without prejudice H.R. 5845, to permit national banks to underwrite revenue bonds; H.R. 7878,

to liberalize restrictions on real estate loans; and H.R. 8247, to liberalize restrictions on national bank loans to a single borrower.

AVIATION SAFETY

Committee on Interstate and Foreign Commerce: Subcommittee on Public Health and Safety held a discussion with a panel of industry representatives regarding aviation safety with special attention to the problem of aircraft structural design and aircraft operation under conditions of severe weather disturbances.

CIVIL RIGHTS

Committee on Rules: Held a hearing on a request for a rule on H.R. 7152, the civil rights bill. Heard testimony from Representative Celler.

Senate Rule: Senate considered S. Res. 89, to amend Senate rule VIII so as to require that 3 hours each day the debate on the floor of the Senate be germane to the pending business, adopting all committee amendments en bloc (thereafter considered as original text for purpose of amendment) and Pastore amendment providing that all debate shall be germane and confined to the specific question then pending before Senate.

Pending at adjournment was Clark-Scott amendment (in nature of a substitute) permitting a requirement of germaneness to be invoked for duration of debate on a particular piece of pending business, on motion and without debate.

Committee on Aeronautical and Space Sciences: Committee approved for reporting an original resolution (S. Res. 254) authorizing certain investigations by the committee, and requesting $88,500 therefor.

CIA BRIEFING

Committee on Armed Services: The CIA Subcommittee met in executive session to receive a briefing from John A. McCone, Director, Central Intelligence Agency. TAXATION

Committee on Finance: Committee continued its executive consideration of H.R. 8363, proposed Revenue Act of 1964, and amendments thereto, and took the following additional tentative actions:

(1) Reconsidered its action of January 9, and agreed to delete from the provisions of the bill Section 204

Reimbursed Medical Expenses in Excess of Expenses Incurred; and

(2) With regard to Section 209-Charitable, etc., Contributions and Gifts, committee modified its action of January 9 with respect to the charitable contribution deductions to provide that individuals making charitable contributions in excess of the 30-percent limitation may carry these excess contributions over for a period of up to 5 years. This carryover is available only with respect to contributions that qualify in the 30-percent category (as amended by the House bill and as approved by the committee).

Committee unanimously agreed to direct the chairman to send a letter to the Secretary of the Treasury requesting that he make a study of possible abuses of private foundations under the internal revenue laws and to report his findings to the committee by the end of this year, if possible.

Committee will continue consideration of this bill on Monday, January 13.

PANAMA

Committee on Foreign Relations: Subcommittee on American Republics Affairs met in executive session (with the Senate leadership invited) to receive a briefing from Under Secretary of State George W. Ball in connection with recent rioting in Panama.

COMMITTEE FUNDS

Committee on Interior and Insular Affairs: Committee approved for reporting an original resolution (S. Res. 255) authorizing committee to make certain investigations, and requesting $105,000 therefor.

TAXATION

Committee on Finance: Committee continued its executive consideration of H.R. 8363, proposed Revenue Act of 1964, taking the following additional tentative actions thereon:

(1) Adopted, with minor technical amendments, Section 202-Investment Credit;

(2) Rejected Amendment No. 370-Unlimited Charitable Contribution Deduction (staffs were instructed to draft a variation of this amendment for the committee's consideration at a subsequent meeting);

(3) Adopted Section 210-One Percent Limitation on Medicine and Drugs;

(4) Approved Section 211-Child Care provision of the bill, as previously modified by the NeubergerWilliams amendment;

(5) Adopted, with Morton Amendment No. 375, Section 212-Moving Expenses; and

(6) Adopted Section 213-Interest on Loans Incurred To Purchase Certain Insurance and Annuity Contracts.

Committee will continue consideration of this bill tomorrow.

IMMIGRATION

Committee on the Judiciary: Subcommittee on Immigration and Naturalization began hearings on S. 1932, to reform the quota system of the Immigration and Nationality Act of 1942, having as its witnesses Senators Keating, Hart, and Kennedy.

Hearings continue tomorrow.

(2) Adopted Section 215-Interest on Certain Deferred Payments, after approving Smathers amendment No. 358, re effective date of the section, and deleting from the bill the House provision relating to payments for services; and

(3) Approved an amendment prepared by the staff as a variation to amendment No. 370-Unlimited Charitable Contribution Deduction.
