PREFACE

When I became Administrator of the Small Business Administration in March 1969, I had several objectives that I wanted to achieve. Foremost among them was increasing SBA's aid to Americans of varied racial backgrounds who, in the past, have had little opportunity to share in the American dream.

In addition, we have sought to bring SBA closer to the people and make it more responsive to their needs.

We also have made a special effort to improve SBA's public image by rooting out loans disbursed by previous Administrations to individuals connected with the underworld.

We have instituted several procedural changes to help guard against such loans in the future. The policies adopted by this Administration are therefore directed toward the rooting out of past improper loans as well as toward the making of new loans which will best serve the Nation and those seeking to engage in small businesses.
