CHAIRMAN: As the two Delegates appointed from the Senate, we had the privilege and the responsibility of representing the United States in the twenty-fifth General Assembly of the United Nations. From our vantage point as working delegates, we became acutely aware of the crisis which pervades the United Nations and keeps it from performing the vital and elevated role envisioned by its founders a quarter century ago. We also became acutely aware of the great potential for human advancement latent in the United Nationsand of the critically urgent need to reform and revitalize the United Nations so as to enable it to deal with the mounting sea of troubles confronting the international community. This report to the Senate of our experiences as Delegates, and of our findings and recommendations, consists of two sections. The first section is a joint report on overall findings and recommendations. The second section consists of individual reports on our respective Delegation assignments. Because of the far-reaching recommendations contained herein, together with those recently issued by the Lodge Commission, we respectfully suggest that the Committee on Foreign Relations give serious consideration to holding public hearings for the purpose of reviewing the United Nations and United States participation in it.
